Mr. Guelker has expressed interest in <br /> serving on the Parks and Recreation Committee; Wynridge residence: Perry Mills, <br /> 1288 Wynridge Dr; Terry Srhutten, 1251 Wyncrest Court; Bill Walton, 1316 Indian Oak <br /> Circle; Dick Fregeau, 3280 New Brighton Road; Dale Hicks, Council Liaison; John <br /> Buckley, Parks Director. <br /> C QUHS OF C MC E: <br /> Councilmember Hicks directed the Committee members in the 1992 Oath of Office. <br /> WELCOME OCHMIT 'EE MEMBERS: <br /> Chair Sand and Parks Director Buckley warmly welcomed new and old Committee members. <br /> CU NMENG4/FILL TRAIL IMPROVEMENT DISCUSSION: <br /> • Buckley discussed the Cummings/Floral 1992 Trail Improvement proposal with residents <br /> and Park Ctomunity. The discussion covered the following: Review the proposed <br /> Ramsey County Trail system, review Arden Hills Trail System, financing park and <br /> trail improvements with Park Dedication Funds, review concerns expressed by <br /> residents at the November 26, 1991, Parks and Recreation Ccalmlittee meeting, time <br /> schedule for 1992 trail improvements. <br /> Resident Bill Walton acuu ented that he is very much in favor of trail improvement. <br /> He enjoys the Oak Grove on the high ground adjacent to the trail and hopes the use <br /> can be included as part of the trail improvements. Mr. Walton also indicated that <br /> some old appliances have been dumped in the area years ago and should be removed. <br /> Resident Terry Schutten also cu mwnts that he enjoys walking the trails at Cummings <br /> and Flora Parks. He indicated that a paved trail connecting the two parks would be <br /> an asset to the neighborhood. <br /> Several concerns were raised regarding steep grades on the present trail. The <br /> grading will have to be adjusted for bike safety. Cleanup the old dumping site, <br /> safety crossing across Hamlin will have to be resolved, establish a natural barrier <br /> along the trail for privacy protection, and bridge crossing the wet area should be <br /> upgraded. <br /> Chairman Sand thanked the residents for their input and invited them to stay for the <br /> remainder of the meeting. <br /> • APPROVAL CJF MINUTES <br /> Messerly moved. SeOOnded by Labine that minutes of November 26, 1992, be approved <br /> as mailed. Motion carried. <br />
