ARD EN H=L L S <br /> PARKS & RE C REAT T O N DEPARTMENT <br /> III GOALS AND OBJECTIVES <br /> Prior to the preparation of the Park and Open Space <br /> Plan , the Parks and Recreation Study Committee de- <br /> veloped a series of goals and objectives to provide <br /> direction for an area-wide program for providing <br /> park and recreation facilities . These goals and <br /> objectives also guided the development of the Park <br /> and Open Space Plan ; a summary follows . <br /> 1 . Maintain a system of parks and programs <br /> developed in harmony with our natural <br /> resources to perpetuate an environment <br /> acceptable for both life and living . <br /> 2 . Develop parks and facilities that would <br /> provide a wide range of individual choices <br /> of both active and passive recreational <br /> outlets - for the young and old , for both <br /> sexes , for the handi -capped and for the <br /> gifted , and for all economic levels . <br /> • 3 . Develop parks and facilities in harmony <br /> with the natural beauty and physiography <br /> of the land reflecting full concern for <br /> the humane and aesthetic values of the <br /> environment . <br /> 4 . Promote and aid in the preservation of <br /> natural scenic areas , areas of historical <br /> significance and resource-wildlife con- <br /> servation areas . <br /> 5 . Encourage the utilization of joint or com- <br /> bined sites to maximize the use of all <br /> public lands , i . e . school -park sites , pub- <br /> lic water retention basins-park sites . <br /> 6 . Utilize all available methods and programs <br /> for reserving and conserving open spaces . <br /> additional enabling legislation may be <br /> required to provide the necessary open space <br /> reservation approaches . <br /> 7 . Establish a continuing planning program of <br /> reviewing the open space plan from time <br /> to time and updating the plan as required <br /> • to reflect trends and changes . <br />
