Page 2 of 17 <br /> <br />Avenue has had some new development and redevelopment in the last 15 years. This area is <br />marked as an area of possible redevelopment in 2040. <br />1. Proposal and Use: <br />The two sites are currently developed with one vacant industrial building and associated parking <br />lot developed over both lots. The proposal includes a lot reconfiguration that would adjust the <br />existing lot line to the west. The Applicant is proposing to demolish the existing building and <br />redevelop the site as follows: <br />• Lot 1 would be for a new +/- 4,900 square foot drive-through car wash for Rocket Car <br />Wash. <br />• Lot 2 would be a multi-tenant building with a +/- 8,950 square foot building developed for <br />Panera (~3,500 square feet), Pacific Dental (~3,000 square feet), and Bank of America <br />(~2,200 square feet). <br /> <br />The Subject Property would remain two lots and function as a single entity with shared site <br />operations such as parking, access, snow removal, etc. as part of the Planned Unit Development <br />(PUD). <br /> <br />2. Previous City Council Review <br />The City Council discussed this project at a Work Session on April 18, 2022. <br /> <br />Plan Evaluation <br /> <br />A PUD proposal shall identify any requested modifications from the applicable zoning <br />requirements as well as the reasons why the modifications would be in the public interest and <br />would be consistent with the purpose of the underlying B-3 District. Modifications to these <br />requirements may be granted by the City without a variance through the PUD process. A full <br />evaluation of the proposal was presented to the Planning Commission on July 6, 2022. The memo <br />to the Planning Commission on this case is provided in Attachment L. Draft minutes from the <br />meeting are included in Attachment M. <br /> <br />Chapter 11, Subdivisions <br />1. Preliminary and Final Plat <br /> <br />A. Lot Line Adjustment and Planned Unit Development <br />The Applicant is proposing to plat the Subject Property to adjust the lot lines between the two <br />parcels as shown in the image below. The redevelopment of the site will consist of two buildings <br />that function under shared parking, access, maintenance, and other items. In the B-3 zoning <br />district, proposals for new construction, redevelopment of a site, and significant modifications to <br />existing sites shall use the Planned Unit Development (PUD) process. A PUD promotes the <br />development of land in a unified manner by treating the entire development as a single entity. The <br />purpose of the PUD process is to achieve a higher quality and better project than would otherwise <br />be possible if the strict application of the zoning and subdivision requirements were met. The <br />City Council should evaluate the architectural style and building character based on the quality of <br />its design and on its relationship to its surroundings.
