Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 2 <br /> May 21,2002 <br /> • Parks received 25 donated trees which have been planted. The entire City Council participated in <br /> the program by donating trees. <br /> Recreation Program Supervisor Michelle Olson has begun summer programs and still needs staff <br /> for sports programs. <br /> COUNCIL UPDATE <br /> At the May 20 Worksession Council discussed TCAAP and the steps necessary to induce the <br /> Army to release the land. <br /> The City of Arden Hills Personnel Policy has been updated and rewritten. The policy had not <br /> been revised since 1979. <br /> The Council discussed the budget general fund CIP for 2003. This is the first time since 1999 <br /> that departments have been included in the decision of items that need to be purchased. <br /> PARKS COMP PLAN REVIEW AND DISCUSSION OF CIP <br /> Steve Weismann from Ingraham and Associates stated the Park Comp Plan is complete. The <br /> completed plan is on the consent agenda for the May 28, 2002, Regular City Council meeting. <br /> • MOTION: Committee Member Crassweller moved and Committee Member Henry seconded <br /> the motion to approve the Parks, Trails and Open Space Plan as finalized and <br /> present it to the City Council for approval. The motion carried unanimously. <br /> Tom Moore stated $500,000 currently is in the Park Fund budget. This must be spent before <br /> asking for money out of the general fund. <br /> Committee Member Henry suggested the Committee would agree to spend the $500,000 if the <br /> Council can provide a guarantee that additional funds will be provided next year. The Committee <br /> feels that if the money is spent on projects like the warming houses on the CIP there will be no <br /> funds left for parks and trails unless the Council plans to promise funds. <br /> Committee Member Crassweller stated the spend down and the promised park funds should be <br /> simultaneous. <br /> After the Park Comp Plan is approved the Council also needs to approve the funding for the <br /> projects. In the past, there has never been a Park Comp Plan. <br /> Chair Straumann stated we should take to the Council the priority projects that the residents have <br /> asked for to begin discussion for funding. He suggested the possibility of replacing buildings that <br /> could provide multiple uses such as a warming house that could also be used for playgrounds in <br /> • the summer. <br />
