2.16.01 <br /> ATTACHMENT <br /> COMBINED APPLICATION FOR <br /> CSAH 3/CR I RECONSTRUCTION PROJECT <br /> 8. Sequencing Considerations <br /> 1. No Build Alternative <br /> This alternative includes no upgrades to the existing roadway other than potential <br /> future overlays on existing pavement. This alternative does not improve <br /> congestion, safety, or geometrics or provide an adequate east-west corridor. <br /> The No Build Alternative would not correct the identified deficiencies within the <br /> project area and is therefore not feasible. <br /> 2. Alternate Location <br /> Four location altemates for this project were considered. All location alternates <br /> included the elimination of 90 degree turns and installation of traffic signals at the <br /> single intersection of CR I and Lexington Avenue. A brief description of the <br /> alternates follows: <br /> • Alternate 1 included new construction west of Hamline Avenue and east of <br /> Lexington Avenue, and reconstruction of the existing CR I between Hamline <br /> Avenue and Lexington Avenue. This alternate would require a parkland <br /> conversion process, impact 3 acres of wetland, require an on-grade bridge, <br /> and require home acquisition. <br /> • Alternate 2 included new construction west of Hamline Avenue and west of <br /> Lexington Avenue, and reconstruction of a portion of the existing CR I east <br /> of Hamline Avenue. This alternate would impact 2 acres of wetland, require <br /> a parkland conversion process, require a vertical crest on a horizontal <br /> curve, and require an on-grade bridge. <br /> • Alternate 3 included new construction east of Hamline Avenue and west of <br /> Lexington Avenue, and reconstruction of a small portion of the existing CR I <br /> between Hamline Avenue and Lexington Avenue. This alternate would <br /> impact 1.2 acres of wetland, require displacement of an established <br /> business, require a vertical crest on a horizontal curve, and require an on- <br /> grade bridge. <br /> • Alternate 4 was the most direct path and included new construction between <br /> Hamline Avenue and Lexington Avenue. This alternative would impact 3.4 <br /> acres of a DNR Protected Water(59P) <br /> 3, Chosen Alternative <br /> The chosen altemative is an abbreviated version of Alternate 3 described above. <br /> This alternative includes reconstruction of existing CR I east of Hamline Avenue <br /> and new construction west of Lexington Avenue as indicated on the enclosed <br /> plans. This alternative impacts 0.9 acres of wetland. This alternative improves <br /> congestion, safety, and geometrics, and provides an adequate east-west <br /> corridor. This altemative removes high traffic from the elementary school and <br /> signalizes an intersection at which significant congestion and accidents occur. <br />
