Special Considerations <br /> Endangered/Rare Species <br /> A request was made to the Department of Natural Resources for a search of the Natural <br /> Heritage Database Information System for data regarding the proposed project. One of <br /> thirteen known concentrations of Blanding's turtles, a state listed threatened species, is <br /> located within the Twin Cities Army Ammunitions Plant, which is located immediately <br /> south of the project area. A copy of the letter from the DNR regarding the review of the <br /> Natural Heritage Database Information System is attached. <br /> A site visit was conducted on May 29, 2002 at which representatives from WSB, <br /> Ramsey County Highway Department, DNR, Ramsey County Parks, and the Army <br /> National Guard teviewed the project relative to potential impacts to the Blanding's <br /> turtles and discussed measures to minimize impacts. Currently, the turtles cross CR I <br /> and Hamline to and from nesting areas located north and northwest of the project. <br /> Construction of a wildlife tunnel to allow the turtles to travel beneath CR I is proposed <br /> and is described under Mitigation Considerations (17. C.) below. <br /> Waste Disposal Sites <br /> The Twin Cities Army Ammunitions Plant, a Superfund site, is located immediately <br /> south of the project area. Twenty-four known waste disposal areas are scattered within <br /> this federal facility of approximately four square miles. <br /> 16. Archaeological or Cultural Resource Determinations <br /> A Phase II National Register study of the August Lepak House (also known as the Art <br /> Larson House) located at 1170 County Road I was completed. This house is eligible for <br /> the National register of Historic Places as an important and well-preserved Minnesota <br /> farmhouse type. This house rates high in terms of material integrity relative to similar <br /> surviving houses. The study determined that there is either no effect or no adverse <br /> effect of the County Road I project on the Lepak House since the setting is not critical to <br /> the eligibility of the house. Following the study, the alignment of the road was moved <br /> further away from the house. <br /> • <br /> 8 <br />
