' Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 3 <br /> May 21,2002 <br /> Council Member Henry stated the Committee should provide a list of priorities to the Council <br /> including costs, for a specific total of funds,instead of asking the Council to provide a figure. <br /> Council Member Thompson stated the Committee should also have suggestions as to where the <br /> funds should come from. She stated that the Park Comp Plan is the result of a great effort and is a <br /> solid Plan and should be presented as specific goals to the Council. <br /> Council Member Crassweller stated the Council needs to commit to the Plan. This has been a 20 <br /> year effort. There has never been a Park Comp Plan and the City has not approved any long term <br /> goals in the past. <br /> Chair Straumann stated the Committee discussed using Valentine Hills as a concept plan.It <br /> would be visible and an example of improvements in the future for other parks. He suggested the <br /> Committee needs to focus on priorities to present to Council including the cost and funding. <br /> Council Member Crassweller stated he believes the Mayor is open to funding for parks and had <br /> previously talked about a budget figure per year. He suggested being careful to set priorities that <br /> do not limit the goals to one park but include the most urgent issues at all parks. <br /> Tom Moore recommended he research costs for the items on the priority list and have another <br /> meeting on Tuesday, June 11, 2002,to review the information and decide a plan of action to <br /> bring to Council.He will provide the information to Committee Members the week before the <br /> meeting. <br /> Council Member Henry stated the PTRC has a mission statement that states what the <br /> Committee's goals are but not why. He suggests it does not explain the purpose the of the <br /> Committee's work. <br /> Tom Moore stated the City perhaps will change its mission statement in the future.He stated it is <br /> important to explain to Council why the goals are a priority and why they are important to <br /> residents. He feels that the Committee members should present the proposal to Council. <br /> Chair Straumann inquired about the status of compliance with ADA. <br /> Council Member Crassweller suggested that the Committee be firm with Council that it is not an <br /> option to respond to ADA standards and provide the costs associated with compliance. <br /> Council Member Messerly suggested the priorities should include the list of goals and the ADA, <br /> instead of presenting them as two separate issues. <br /> Tom Moore stated the June 11, 2002, meeting will include ADA and buckthorn costs in addition <br /> to the priority list. Perry, Cummings,Hazelnut and Floral are the four major parks not only by <br /> size but by use and activity. These parks all have trail connections. The Committee will discuss <br /> the priority order of parks. <br />
