Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 5
August 24,2002
the future. He stated that they have several difficult issues to face and suggested working on one
• park versus four parks.
Chair Straumann clarified that the Committee is only considering two parks, Valentine and
Perry. He explained that this discussion was not to make a decision on the list of work and
clarified that they are only considering concepts for the park design.
Committee Member Garretson clarified that her understanding was that the Committee would
review and determine a concept that would apply to all future park areas.
Mr. Lysne reviewed Floral Park.
❖ He reviewed visibility issues stating that the view of the site from the road is critical.
He reviewed the parking area noting that it is accessible to the paths and trailways.
❖ He stated that the building orientation is different than the other designs presented and
reviewed the changes with the Committee. He stated that this could be created as a prototype
shelter noting that it could accommodate up to 65-70 individuals.
Mr. Lysne reviewed Valentine Park.
❖ He stated that it was a classic but small park.
❖ He reviewed the parking lot, half court and ball field locations.
Committee Member Garretson clarified that the existing trees would remain intact. She
expressed concerns stating that it could have changed with the addition of the parking lot.
• Committee Member Messerly asked who suggested the drainage park. Mr. Moore stated that
this was recommended by Ingram and reviewed with the Committee.
Mr. Hagen stated that the design worked well as a warming house adding that it could also be
used as a summer structure.
Mr. Moore stated that this would be a good prototype for several of the smaller parks. He stated
that this is what they were originally looking for and explained that Valentine Park would be the
prototype for smaller parks and Floral Park would be the prototype for the medium to large
parks.
Chair Straumann stated that they would also be discussing the area behind City Hall in the
future. He stated that it would be one last opportunity to place a park north of Highway 65.
Committee Member Messerly complimented Mr. Hagen and Mr. Lysne on their efforts.
Mr. Hagen referenced the prairie style architecture and asked if the Committee is looking to
make all buildings look the same, with the same color theme throughout or would they prefer all
buildings, with the same form, but adapt the colors to fit each neighborhood. He stated that all
buildings would utilize the same materials but adapt the outside appearance to fit into each area,
which would add individuality. He clarified that what he has heard is that the Committee wants
• continuity. Mr. Moore stated that Council direction would be a consistent theme, which would
be the prairie style, with the same materials used throughout. He stated that each building could
be adapted into each neighborhood based upon appearance.
