Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 2 <br /> October 22,2002 <br /> neighborhood has been involved in the process and Guidant has been willing to work <br /> • with the neighborhood and make changes to the plan as needed. <br /> ❖ Council discussed the proposal by Guidant for park dedication. He explained that <br /> Guidant would have to pay a certain amount of money for park dedication and that it <br /> would be a significant amount of dollars. He stated that there is an agreement to spend up <br /> to $350,000.00 of their dedication fees. He stated that Guidant is proposing to pay <br /> approximately half and that the $350,000.00 would be invested in a new park structure at <br /> Cummings Parks. He noted that some are not comfortable with the amount to be spent at <br /> Cummings. He stated that to spend this much on one park would make it difficult to <br /> justify not spending the same at other parks in the future. <br /> ❖ Guidant has indicated that they are going through the platting process and has made an <br /> offer that includes approximately$70,000.00 to complete the trail around the Guidant site <br /> and along County Road F. He stated that Guidant has also agreed that the Arden Hills <br /> residents could use the trails on their campus and that the City would incorporate the <br /> trails into the system. <br /> ❖ He stated that they are presently pumping water from Karth Lake. He explained that the <br /> water is being pumped uphill to a stormwater drop on Windcrest and reviewed with <br /> Committee. He stated that presently the level of the lake is well over the high water mark <br /> and that Council agreed to pump 3.4-feet of water to reduce the water levels. He stated <br /> that it is now one foot below the high water mark on Karth. He stated that the City <br /> • received a petition and several complaints from residents regarding water in basements. <br /> He stated that they would continue to pump at a reduced rate to one-half until Monday, <br /> October 28, 2002. He stated that at that time they would reassess the water levels. <br /> ❖ He stated that Council appointed six members to TCAP. He explained that Council <br /> reviewed and ranked the twelve applicants noting that the remaining six were appointed <br /> as alternatives. <br /> ❖ He stated that the City is going to adopt a fireworks ordinance. He reviewed a recent law <br /> was passed in Legislature stating that the Fire Department has developed an ordinance <br /> that would require a permit for consumer displays. <br /> ❖ He stated that the Council would receive the Feasibility Report for the 2003 Pavement <br /> Plan at the next City Council meeting and reviewed with the Committee. <br /> 1. Parks and Recreation Updates <br /> A. Parks Update—Tom Moore <br /> Mr. Moore discussed the following items with the Committee: <br /> ❖ Stated that the Buckthorn removal program has started and numerous residents are <br /> involved. He reviewed some of the neighborhood groups involved in the removal: the <br /> • Chatham Area Neighborhood put together a picnic for the neighborhood removal,both <br /> the North and South Associations for Arden Hills Townhomes have groups assisting; <br />
