Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 5
October 22,2002
Mr. Moore asked how long the process would be for the project. Mr. McIlwain stated that it
• would take approximately three to four months depending upon the type of contract. He stated
that through the bid process they are looking at approximately six months total time noting that
seven to eight months would be more realistic. He stated that it would start in the May
timeframe with completion in late summer.
Mr. Lysne reviewed the conceptual construction costs estimates for Perry, Cummings, Hazelnut,
Floral, and Valentine Parks and the prototype Picnic Shelters with the Committee. He stated that
the costs are following similar guidelines as previously discussed.
Mr. Moore asked if the SS1 is roughly the same size, dimensionally, as the warming house. Mr.
McIlwain clarified that the warming shelter is 28' x 52' and the SS is 38' x 20' and reviewed the
differences with the Committee. Mr. Lysne noted that the warming shelter is a standard size that
could accommodate a fair amount of people.
Council Liaison Larson asked for clarification of the rationale for two buildings and asked if it
could be done as one building. Mr. Lysne stated that they could be made into one adding that
one of the warming house styles does open up as a shelter. He reviewed the concepts with
Council Liaison Larson. He stated that if the warming shelter is a priority he suggested a smaller
warming house at the top of the hill without toilets. He explained that they could do a single
building where a warming house does open up as a shelter. Ms. Olson noted that the hill is not
very safe and there has been discussion to have the grade lessened.
Mr. Lysne reviewed Floral Park noting that it follows the same pattern with toilets and a small
storage room. He stated that it would be a medium size building similar to the picnic shelter at
Hazelnut Park. He stated that Valentine Park was a fairly substantial building and that this
would be a warming shelter that could be opened up to a picnic shelter. Ms. Olson asked if they
plan to place it in the same place as the current building. Mr. Moore explained that it would be
moved where the swingsets are presently located.
Mr. Lysne reviewed the new prototype shelters with the Committee. He stated that Floral and
Valentine Park are within the $300,000 range and that Perry Park is approximately$500,000.00.
Committee Member Thompson clarified that the cost of the picnic tables is not included. Mr.
McIlwain stated that Ramsey County normally provides the picnic tables.
Mr. Moore stated that the shelter options, with costs, are exactly what they wanted to see. Mr.
McIlwain stated that they could provide further information if necessary. He stated that next
year would be a good year for construction bidding and that they would get a fair price.
Mr. McIlwain referenced the material and image studies stating that they would like to review
the prairie style structure. He reviewed the building image and material palettes with the
Committee. He provided a picture board that included various styles of shelters for the
Committee to review.
Mr. Lysne noted that if they can find the right building that would suit Arden Hills that each
location would be site specific with respect to the materials used structurally.
