Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 7 <br /> October 22,2002 <br /> • Mr. Lysne reviewed various structure styles without bathroom facilities and explained the <br /> structural layout to the Committee with respect to satellites. Mr. McIlwain clarified that they <br /> understood that this is a long-term plan and that they have a better understanding of what they <br /> are looking for that incorporates the costs. <br /> Mr. Moore stated that this is the first time they have had a Park Comprehensive Plan for the City <br /> to determine the park needs. He stated that now they have a variety of options that can be <br /> considered and for the first time this department has legitimate documentation from residents <br /> that states Parks and Recreation is an issue. He clarified that this would be an ongoing process <br /> for this Committee, for the Parks Department and the City. He stated that he would like Mr. <br /> McIlwain and Mr. Lynse to return on December 17, 2002 at 7:00 p.m. He asked that they return <br /> with the hybrid and a different structure at Valentine Park. <br /> Mr. Lysne stated they would also bring samples of materials for their review. <br /> Council Liaison Larson suggested that the Committee discuss the structure at Valentine Park <br /> further. Mr. Moore agreed and stated that he would contact them with the results of their <br /> discussion. <br /> 2. Park Partners Program <br /> Committee Member Thompson asked Council Liaison Larson if this has been agreed to yet. <br /> • Council Liaison Larson stated no and explained that this is not their proposal and received <br /> feedback from Guidant. <br /> Committee Member Thompson asked if they know why they want private contractors to manage <br /> the construction. Council Liaison Larson stated that they did not know. <br /> Committee Member Thompson stated that a preliminary cost estimate had been requested and <br /> asked if it had been provided. Mr. Moore stated that he had provided the cost estimate. <br /> Committee Member Thompson noted the work session and agreed with Council Liaison Larson <br /> that this is a bit frustrating in taking half the money offered from Guidant to pay for one building <br /> and asked if there are other options. Council Liaison Larson explained the options to <br /> Committee. He stated that it would be $350,000 in addition to the $70,000 for trails. <br /> Committee Member Thompson expressed concerns on the claims for trails and clarified that the <br /> trails discussed were actually owned by Guidant. Council Liaison Larson confirmed that the <br /> trails are owned by Guidant. He reviewed the trail system to be located on campus noting that <br /> they want connections to the City trails. <br /> Committee Member Thompson expressed concerns about the potential encumbrances to the City <br /> trails if Guidant were to apply security to their trails. <br /> Council Liaison Larson clarified the PUD process to the Committee stating it is a win-win <br /> situation for both sides. <br />
