Arden Hills Parks,Trails and Recreation Committee Meeting Minutes 3 <br /> November 26,2002 <br /> possibility of an environmentally consistent access through site C and D at some <br /> time in the future". <br /> Committee Member Henry indicated he would not accept the friendly amendment <br /> and pointed out the PTRC should not support a road through the wildlife corridor. <br /> Amendment failed for lack of a second. <br /> The original motion carried 6-1 (Committee Member Crassweller). <br /> Mr. Parrish summarized the Highway 96 Reconstruction and asked for comments from the <br /> Committee regarding median treatments, street scaping, proposed trail, and landscaping. <br /> Committee Member Crassweller noted if TCAAP was going to be developed, it made sense to <br /> have a trail on both sides of Highway 96. <br /> Committee Member Henry stated he would prefer natural prairie grass in the medians. <br /> Committee Member Crassweller stated this should not be a concern of the PTRC to decide what <br /> type of plantings to have in the medians. He noted the only concern the PTRC should have is if <br /> they needed the medians, and leave the decision as to what to put in the median up to people who <br /> knew what would grow best in the median. <br /> • MOTION: Committee Member Henry motioned, Committee Member Messerly seconded, to <br /> recommend trails on both sides of Highway 96. The motion carried unanimously. <br /> The Committee reached the consensus to not make any recommendation on the plantings in the <br /> medians. <br /> 4. COUNCIL UPDATE <br /> Council Liaison Larson provided the Committee with an overview of the following City Council <br /> items: <br /> ❖ The Council had taken action on the Guidant proposed site plan and the amendment to <br /> the plan. He noted Guidant was replatting the property to allow for long-term expansion <br /> of their campus and in return they worked with the neighbors regarding the neighborhood <br /> concerns. <br /> ❖ He stated Council approved a Special Use Permit for a Drive-in Bank off of County Road <br /> E. <br /> ❖ He noted Council accepted a feasibility plan for a pavement improvement project in the <br /> Ingerson neighborhood. <br /> • <br />
