Minutes of Regular Parks and Recreation Committee Meeting <br /> • Village of Arden Hills <br /> October 22, 1985 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:40 p.m. by Chairman Sand. <br /> Roll Call <br /> Present: D. Sand, A. Anderson, K. Enrooth, D. Messerly, J. Mishek, <br /> T. Mulcahy, J. Otto, M. Peterson <br /> Absent: G. Dreyling, D. Klick <br /> Also Present: Councilmember N. Hansen <br /> Mayor R. Woodburn <br /> Parks Director J. T. Buckley <br /> Mr. Louis Jambois, Supervisor <br /> Parks and Recreation Section <br /> Community Development Division <br /> Minnesota Department of Energy and Economic Development <br /> Approval of Minutes <br /> The minutes of September 24 were approved as submitted. <br /> Discussion of Availability of Grant Money for Park Development <br /> Mr. Jambois' office administers grants for LAWCON (Federal Land and Water Con- <br /> servation) and the State Legislative Commission on Minnesota Resources (LCMR). <br /> • Two types of grants are considered; one focuses on funding for natural - <br /> resource-oriented recreation facilities 'such as swimming beaches, trails and <br /> boat launches; the second is a special program created by LCMR for the develop- <br /> ment of athletic fields. Mr. Jambois stated that the total amount of money <br /> available for this biennium is much lower than in previous years. <br /> If grants are awarded, the Village is required to provide matching funds (in <br /> land, materials, labor, or cash). Grantees are allowed three construction <br /> seasons to complete approved projects. A Village may submit several applica- <br /> tions (for several park areas) but may receive only one grant per biennium. <br /> Applications must be in Mr. Jambois' office by May 6, 1985, for grants for this <br /> biennium. <br /> The application itself is not difficult to complete; does not require inclu- <br /> sion of long narrative. It does require completed site plan, cost breakdowns, <br /> maps, information on the points discussed in the next paragraphs. <br /> Criteria used in recommending approval of the first type of grant '(focusing <br /> on development of natural amenities) (LAWCON) include: (1) site quality, <br /> (2) design considerations (park design, is it safe, attractive, (3) accessi- <br /> bility, (4) redevelopment (priority is given to redevelopment of deteriorated <br /> or outdated park sites, and restoration of natural character of the land- <br /> scape), (5) floodplain (if park is located in a floodplain, extra points are <br /> given), (6) trails, fishing/boating, swimming beaches (extra points are given <br /> if any or all of these amenities are included - Mr. Jambois added that in this <br /> biennium of limited funds, at least one or two would have to be included for <br /> • the grant to receive serious attention), (7) special population (serving <br /> handicapped, elderly, minority), (8) interorganizational cooperation (working <br /> with and use of facility by school districts, surrounding villages, etc. ) <br />
