(10) a well-thought-out comprehensive <br /> plan. <br /> Criteria used in awarding the second type of grant (athletic field develop- <br /> ment - LCMR) are (1) interorganizational cooperation, (2) site accessibility, <br /> (3) population demographics (young, growing community), (4) site suitability, <br /> (5) design considerations, (6) facility demand and (7) recreation capacity <br /> (priority given to combination projects, �.g. baseball/football fields). <br /> Mr. Jambois reviewed the Arden Hills' "Guidelines for Park Development", felt <br /> that Cummings Park could possibly qualify for grant money (LAWCON) if <br /> access to the lake and a fishing dock or small boat launch were added to the <br /> plan. North Snelling park probably does not have enough acreage to qualify. <br /> For LCMR (athletic field) grant, the Arsenal would score very highly, except <br /> on site accessibility; would probably not qualify this biennium since land <br /> is not available nor plans prepared. <br /> Committee will discuss applications for grants at a later meeting. <br /> Council Report <br /> Councilmember Hansen reported on Council activities of interest to the Parks <br /> Committee, including progress of third fire station, reconstruction plans for <br /> Hamline Avenue, and new construction planned for Arden Hills. <br /> • In answer to Committee questions, Hansen stated that the engineer's feasi- <br /> bility study on Hamline Avenue will be ready for Committee review at the <br /> November meeting, as provided in the Transportation Element of the Comprehensive <br /> Plan (requirement added as recommended by Parkway ad hoc Committee). The <br /> Council will hold a public hearing in December to allow all residents to review <br /> the plans and submit their input. <br /> Winter Program Activities Possibilities <br /> Buckley stated that the Finance Committee felt there was considerable interest <br /> in cross-country skiing, and suggested facilities be provided for that and <br /> other outdoor winter activities. Buckley stated he will be providing maps <br /> of trails available; hopes that in the future the trails can be groomed and <br /> kept up better; is not feasible to do that now, but he will have the trails <br /> marked more clearly. He asked that the Committee also think of other <br /> possibilities for winter programs that could be incorporated in the 1985-86 <br /> winter program; noted there may also be suggestions for programs in the survey <br /> results. <br /> Buckley distributed copies of "1985 - Summer Facility Use Inventory" showing <br /> all facilities heavily used in the season just past. <br /> 1986 Park Improvement Proposal <br /> Committee will meet in December, when hockey season has begun, to visit some <br /> lighted rinks to assess effects of different types of lighting available. <br /> Plans will then be made for a meeting with Cummings Park area- residents in <br /> January or February to discuss their wishes regarding construction of hockey <br /> rink, shelter and lights. <br />
