Minutes of Regular Parks and Recreation Committee Meeting <br /> • Village of Arden Hills <br /> June 25, 1985 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:33 p.m. by Acting Chairman Klick. <br /> Roll Call <br /> Present: Adele Anderson, Keit Enrooth, Mary Gillies, Dick Klick, <br /> Don M! erly, James Otto <br /> Absent: Davidnd, Gerald Dreyling,. Jim Mishek, Thomas Mulcahy, <br /> Also Present: Councilman T. Sather �! <br /> Parks Director J. T. Buckley <br /> Approval of Minutes <br /> Motion was made by Messerly, seconded by Gillies, that the minutes of <br /> April 23 be approved as mailed. Motion carried unanimously. <br /> Reimbursement of Non-Resident Fees <br /> Mr. and Mrs. Clayton Zimmerman appeared before the Committee, suggesting that <br /> the Committee recommend reimbursement to residents of non-resident fees <br /> paid when enrolling in recreational activities in neighboring villages, which <br /> charge non-resident fees, for activities not offered by Arden Hills. They <br /> recently moved to Arden Hills from Falcon Heights, where this is done. <br /> • Motion was made by Messerly, seconded by Enrooth, that Committee recommend <br /> to Council that we not subsidize non-resident fees paid by residents of <br /> Arden Hills. Motion carried unanimously. <br /> There were no Committee comments in favor of the proposal. <br /> Committee rationale for denying the proposal included: Arden Hills offers <br /> a fairly well-rounded program; Falcon Heights does not employ a Parks and <br /> Recreation Director; has a minimal amount of part-time summer help; has <br /> elected to, in effect, use services of neighboring villages rather than offer <br /> their own. <br /> Committee also felt that since recreational programs are philosophically <br /> self-sustaining, funds for paying non-resident fees would have to come from <br /> this fund, and would result in increase of charges for programs to our resi- <br /> dents. <br /> Committee also felt it would be difficult to determine fair definition of <br /> which activities would be eligible for a subsidy, if such were instituted. <br /> Council Report <br /> Councilman Sather reported that Council had approved purchase of all park <br /> and playground equipment (as scheduled in 1985 Capital Improvement Plan); <br /> all has been ordered and will be installed by Parks Maintenance personnel. <br /> Play equipment will be installed at Arden Oaks and Ingerson parks, soccer <br /> • goals at Cummings, park benches at various areas, and backhoe diggers at <br /> three parks. <br />
