Minutes of Parkway Study ad hoc Committee <br /> Village of Arden Hills <br /> January 31 , 1985 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:30 p.m. by Chair Curtis. <br /> Roll Call <br /> Present: A. Anderson., R. Curtis, M. Gillies, D. Messerly, M. Slick, <br /> T. Mulcahy (8:45) <br /> Absent: M. Damman, D. Sand <br /> Also Present: Councilman T. Sather <br /> Planner Orlyn Miller <br /> Parks Director J. T. Buckley <br /> Planner Miller presented a preliminary review of his Parkway System Feasibility <br /> Study" to the Committee, reviewing all findings with them. As directed by the <br /> Committee, Miller brought specific Information on the following subjects: <br /> Commercial Vehicle Use of Lake Johanna Boulevard <br /> Committee had asked Miller to explore the possibility of prohibiting commercial <br /> vehicle use of this boulevard. He found that, even though this is a county road, <br /> it is theoretically possible to do this. However, doing so could be expensive, <br /> since lesser usage of the road would reduce - and possibly eliminate - the amount <br /> of state aid funds available for use on this road. Traffic counts by the County <br /> 19 do not indicate any abase or large amount of usage, by commercial vehicles. <br /> Regional Park Designation, Tony Schmidt Park <br /> Regional designation of Tony Schmidt Park would not change its use (in Miller's <br /> opinion) but would open up Metropolitan Council funds for development and <br /> improvement of park area, such as roads, parking, landscaping, thus enhancing <br /> the appearance of Lake Johanna Boulevard in that area. He stated that the Board <br /> of Commissioners of Ramsey County Parks has recommended to the Metropolitan <br /> Council that it be designated a regional park. Metropolitan Council is currently <br /> analyzing park needs on a metropolitan basis, and will prepare a recommendation, <br /> and have public hearing in March. Members of this committee are welcome to attend <br /> the hearing to give their input, or submit something in writing before that <br /> time. Letters can be sent to John McBride, Chairman of Open Space Commission, <br /> Metropolitan Council . Or phone calls can be made to District Representative <br /> Mary Hauser, 291-6359. Miller will follow up on this and inform this committee <br /> of hearing dates. <br /> Possible Gateway - Sketch and Plan <br /> Miller presented sketch of County Road E and Lexington with possible landscaping <br /> plan. . .plantings with some berming. This could be achieved if permission were <br /> granted for some planting in the right of way and if funding could be obtained <br /> (possibly from merchants -- possibly from Fall Festival proceeds). <br /> 41 <br /> 11 �/ <br /> i <br />
