PRELIMINARY FEASIBILITY REPORT WEHRMAN b. keith wehrman <br /> Parkway Study CONSULTANTS roy a. anderson <br /> • Arden Hills , Minnesota ASSOCIATED %ohn a bergly <br /> November 20, 1984 INC. <br /> Investigation of the Ramsey County's plans and requirements for reconstruc- <br /> tion of candidate parkway routes revealed the following information: <br /> 1. No major improvement or reconstruction of County roads in Arden <br /> Hills is included in the current 5-year Captial Improvement Program <br /> of Ramsey County. Future improvements will be considered when <br /> updating the CIP if the City makes a specific request. <br /> 2. Ramsey County has no specific cross-sectional standards for County <br /> roads. However, since all County roads in Arden Hills are financed <br /> with the County-State Aid funds, these roads must meet Minnesota <br /> Department of Transportation standards. <br /> If the projected traffic volumes on a route are less than 8,000 <br /> trips per day, the following standards apply: <br /> 44 feet if parking is provided on both sides of street <br /> 36 feet if parking is provided on only one side of street <br /> 32 feet if no on-street parking is provided <br /> If projected volumes on a route exceed 8,000 trips per day, the <br /> standards increase to a range of 48 feet to 52 feet in width. <br /> (See Page 2 for right-of-way widths and traffic volumes on candidate <br /> • routes.) <br /> 3. If the preceeding standards are satisfied, some design flexibility <br /> may be permitted. However, if significant design modifications <br /> increase the cost of construction, the City would be responsible <br /> for additional costs. <br /> 4. The Ramsey County Department of Public Works definitely restricts <br /> landscaping within the rights-of-way of County roads. Landscaping <br /> (berms , trees , shrubs) which encroaches upon the rights-of-way must <br /> be reviewed and may be approved by the County. However, it is a <br /> general policy that no landscaping be provided within the right-of- <br /> way; it must be installed behind the right-of-way line. <br /> 5. No funding sources for financing landscaping along County-State Aid <br /> Highways are available to either the County or the City. Land- <br /> scaping costs, except those associated with restoration after <br /> construction, are not included as a project cost for County road <br /> construction. If additional landscaping is to be accomplished, it <br /> will be the City's responsibility. <br /> 6. The County will construct, when funding is available, <br /> bike paths along designated routes. These paths may <br /> be contiguous to the driving lanes or separated if r <br /> right-of-way width <br /> permit <br /> .
