Minutes of Parks and Recreation Committee Meeting, page three <br /> • January 29, 1985 <br /> in these minutes, Committee recommended adding $500 in 1986 and $500 in 1987 for <br /> planner's services, and $3,000 in "medium priority" for plans for North Snelling <br /> area, and $3,000 in "Low Priority" for development of Round Lake park area. <br /> Motion was made by Otto, seconded by Dreyling, that the "Guidelines for Park De- <br /> velopment" be recommended to Council for approval , as amended. Motion carried <br /> unanimously. <br /> Committee then spent some time discussing total funds available for future park <br /> development. Mulcahy suggested that at some time this committee should spend <br /> time formulating whether some sort of endowment fund should be set up. <br /> Eventually there will be no more park dedication funds coming in; at some future <br /> point, should invest monies and keep improvements at the level of amount of <br /> interest earned. He suggesteded that possibly some member of the Finance Com- <br /> mittee could work out some plan. Committee concurred with this, and asked that <br /> this be a future agenda item. <br /> Oaths of Office <br /> Oaths of Office were administered to Dreyling, Anderson and Peterson by Council- <br /> person Hansen. <br /> Council Report <br /> Councilperson Hansen gave a Council report, including discussion of a meeting <br /> • with Ramsey County Parks discussing the regional pr -ks system. Those in attendance <br /> were given copies of a map showing all Ramsey County park land and open space, <br /> suggested all Committee members get copies of this map. Only Ramsey County park <br /> area within Arden Hills is Tony Schmidt Park; it was her understanding that <br /> some expansion was planned there. <br /> Arbor Day <br /> Arbor Day is the last Friday in April . Buckley had checked into the "Tree City" <br /> certification, discovered that it is too late for Arden Hills to participate <br /> this year. He reviewed what needed to be done to qualify for 1986, if Committee <br /> would like to do this. Motion was made by Mulcahy, seconded by Klick, that <br /> Committee recommend to CnunciI that Council issue a proclamation stating that <br /> Arden Hills will participate in Tree City, USA in 1986. <br /> Buckley will continue making plans for an Arbor Day in Arden Hills in 1985, will <br /> bring plans to the February and March meeting, suggested combining with the <br /> Parks Clean Up Day in the spring. <br /> Drafting of Cummunity Survey <br /> Buckley stated that if a survey were done, there are two areas he would address: <br /> ( I ) is present park development meeting expectations and desires of the people, <br /> and (2) programs: are they participating, are there others they want? He gave <br /> Committee samples of surveys two other communities had used. Committee asked <br /> that he try to find out from these two communities what kind of response they <br /> had had, and how helpful the results had been. Buckley was asked to bring a <br />
