Minutes of Regular Parks and Recreation Meeting <br /> Tuesday , September 18, 1984 <br /> • Page Two <br /> 2 . Preservation of open space to enhance the community <br /> environment . <br /> This document stressed the provision of neighborhood <br /> parks joined by a trail system and attention to passive <br /> as well as active recreational opportunities . <br /> The recent Park Department Evaluation Report by Charles <br /> Tooker recommended that an updated survey be conducted <br /> to keep recreation facility development and programming <br /> responsive to the community. <br /> Ms . Blomquist stated that she could design a survey to identify <br /> the following goals : <br /> 1 . To determine whether the neighborhood parks are being <br /> developed in a way that meets the needs of Arden Hills ' <br /> residents . <br /> 2 . To determine whether current programming efforts are <br /> meeting their needs . <br /> • Ms . Blomquist reviewed a schedule of task and responsibilities and <br /> the cost of the consulting service , ($1355 ) . After a period of <br /> answering questions , Ms . Blomquist left the meeting . <br /> After considerable discussion , Klick moved, seconded by Otto , that <br /> the survey sub-committee should meet to : <br /> 1 . Write the purpose and goals for the proposed community <br /> survey . <br /> 2 . Determine the survey content, park usage , park develop- <br /> ment , programs , etc . This information should be available <br /> for Committee consideration at the October 9th meeting . <br /> Motion carried unanimously. <br /> Council Report - Nancy Hansen <br /> Tentative Plans on Hamline <br /> The Council voted to expand the roadway to 46 ' wide from Floral <br /> Drive North to Highway 96 . Hansen said the speed limit has been <br /> lowered from 45mph to 40mph . <br /> Update on North Heights Lutheran Church Proposal <br /> TVe--C-ouncil approved the Planned Unit Development Concept Plan , <br /> contingent upon response to the Planning Commission ' s concerns re <br /> traffic control , park dedication, and public use of facilities , use <br /> . intensity , site coverage and delineation of various uses . <br /> Finance Committee Meeting <br /> The Finance Committee is meeting Thursday night at 7 :00 p.m. <br /> (September 20th) . Ms . Hansen encouraged anyone on the Parks <br />
