Minutes of Parks and Recreation Committee Meeting <br /> Village of Arden Hills <br /> • Tuesday , November 8 , 1983 - 7 : 30 p . m. <br /> Village Hall <br /> 7 : 30 p . m. - Jeanne Gilbert submitted her resignation from the <br /> Parks and Recreation Committee . <br /> Call to Order <br /> The meeting was called to order at 7 : 40 p.m by Chairman Sand. <br /> Roll Cali <br /> Present - D. Sand, A. Anderson , G. Dreyling, J . Otto, T. Sather, <br /> M. Wild . <br /> Absent - M. Bergene , K. Boss , D. Klick , D. Kostishack, <br /> P. Lippert, T. Tuggle . <br /> Also Present - Councilman T. Mulcahy , Parks Director J . Buckley . <br /> Approval of Minutes <br /> The motion to approve the Minutes of 9/ 13/83 Parks and Recreation <br /> Committee Fleeting was made by Otto and seconded by Sather. Motion <br /> carried unanimously . <br /> Council Report <br /> Councilman Mulcahy reported Council approval of the Parks budget <br /> for 1984 , Park Director' s attendance at the Minnesota Recreation <br /> and Parks Association Fall Conference and reported that Council <br /> • reviewed the Charles Tooker Evaluation of Arden Hills Parks and <br /> Recreation Department. Councilman Mulcahy expanded on the Tooker <br /> evaluation by reminding the committee that the study was engaged <br /> to compare Arden Hills ' parks system to similar cities , and to <br /> provide a non-internal look at the general direction of the Arden <br /> Hills parks and recreation program and development . Mulcahy <br /> stated that Council generally felt the Tooker Evaluation to be <br /> a good document, providing a good basis for the Council ; noted <br /> that Council will be looking for a flow of responses from the <br /> Committee as a result of the Committee ' s discussions of the Tooker <br /> Evaluation . <br /> Tooker Report <br /> Committee Discussion and Comments : <br /> - The Evaluation is reassuring and confirmation of present <br /> policy ; shows we have good program and that our director <br /> has done a good job . <br /> - if we are going to follow direction from the Evaluation , we <br /> are going to have to expand program which will mean at least <br /> another part-time program developer. <br /> - We could make some kind of attempt to make footnotes re <br /> maintenance cost on Capital Plan . <br /> - Kind of questionnaire up-date : are educational level and <br /> age questions etc . necessary? <br /> - The Evaluation has rural rather than urban perspectives . <br /> • - The Evaluation did not take into account adjoining facilities <br /> and programs in our neighboring communities . <br /> - Sand asked the Committee to focus on three things : <br /> 1 ) Development of an administrative manual , <br /> 2 ) Updating of the 1973 euestionnaire , and <br /> 3 ) Establishment of a written policy on bequests . <br />
