Minutes of Parks and Recreation Committee Meeting November 8, 1983 <br /> Page two • <br /> - Sand asked the Parks Director to summarize his responses <br /> to the Evaluation . <br /> Director Buckley stated the Evaluation complements and reinforces <br /> our philosophies , and enforces the existence of the solid basis In <br /> which the Department was built. <br /> - The location of balifields is definitely part of the philoso- <br /> phy of the overall parks program. The impact of ball - <br /> fields on the residents of our neighborhood parks was not <br /> fully defined in the Evaluation . <br /> - Clerically , we should develop manuals expanding program <br /> and staff evaluations and program research . <br /> - In response to the suggestion to contract for park main- <br /> tenance , we have been watching Mounds View do this with <br /> one of their parks -- they like it, but in comparison , <br /> It is still more expensive than our maintenance costs . <br /> We will continue to follow the costs of contracting for <br /> park maintenance . <br /> Sand summarized , by stating that Council 's suggestion is well <br /> taken and in the next couple of months this Committee will continue <br /> to "hash over" the Tooker Evaluation . Sand asked about the admin- <br /> istrative suggestions in the report . Councilman Mulcahy answered <br /> that the organization should be left to the Council ; if anyone has <br /> any suggestions , Council will hear them. • <br /> Winter Program <br /> The Director introduced the proposed 1983- 1984 Winter Program <br /> ( attached to Agenda ) . It was noted that tennis instruction was <br /> timely because of Arden Hills ' additional courts . The North <br /> Suburban Community Orchestra is new , and will be for high school <br /> age , and older , from Arden Hills , Shoreview , New Brighton and <br /> Mounds View . The ski trip is to Steamboat Springs , through a <br /> travel agency in Shoreview . <br /> A motion was made by Sather, and seconded by Wild , that the <br /> proposed Winter Program be approved . The motion carried . The <br /> Winter Program flyer is to be included with November Town Crier . <br /> Park Development Up-date ( see attached summary ) <br /> Cummings Park is coming along very well . The slopes will eliminate <br /> the need for bleachers for spectators . The neighbors feel they <br /> will not be bothered by the activities in the ball park area <br /> because , while grading equipment was working, they were not bothered <br /> by that noise . It was felt this was due to the ball area being <br /> lower than the surrounding homes . Cummings needs trees , and the <br /> black reinforcing material will be removed when arass appears . <br /> Posts with chains have been installed on the Control Data side . <br /> Sand commented on a possible Arbor Day activity to solve the <br /> Cummings Park treelessness . <br /> Field design change at Perry Park involved skimming the sod and • <br /> moving home plate back , which makes for a better-sized field . it <br /> was noted that new softball regulations for 184 wil be 65 foot bases , <br /> rather than the current 60 foot. This is supposed to speed up the <br /> game and do away with close calls . <br />
