Proposod Improvament of Dike and Walkway System of Arden Hills <br /> • Our major concern in undertaking this project is the safety , con- <br /> venience, daily needs and necessities of Arden Hills citizens . <br /> We are not primarily considering the recreational facilities but <br /> are sure the functional pedestrian and biking needs and utilitarian <br /> services are of equal importance. The elderly and the young , <br /> M joggers and shoppers , athletes and nature lovers , bikers and <br /> hikers all hold equel importance . <br /> • The present proposet trails are multi -purpose : for pedestrians <br /> and bikers. We feel that at the present population density the <br /> trails would be adequate to handle both foot and bike travelers. <br /> As the population Increases thane should be periodic re-evaluation <br /> in this regard . <br /> We realize that bike and walkways off the main thoroughfares are <br /> by far the most desirable. UnforTunaTOY Tne,f are also the most <br /> expensive and in well popula?ej areas , impossible . Our future <br /> plans , though , that encompass the less populated areas of Arden <br /> Hlils , are taking advantage of trails and paths away from <br /> heavy auto traffic areas. <br /> We have suggested proposals in the order of needs . Some project, <br /> though most desirable, we feel cannot be accomplished in a short <br /> time . Finding and time are natural limitations . We have con- <br /> suited with the park and open space department of the county <br /> • and are trying to coordinate and cooperate with them in all ways <br /> possible. Their first stage o! development is In the area of <br /> county parks themselves . They will then follow with a plan to <br /> connect the regional parks . <br /> We divided our proposals Into three phases. Phase I we hope to <br /> work on this year; Phase Ii we placed in the one to five year <br /> category; Phase M we considered one to ton year projects. <br /> The following are our proposals : <br /> Phase I <br /> (I. Stripe and stencil Johanna Blvd . on both sides from Old <br /> IMMMM Snelling to County Road D, blacktopping both shoulders where <br /> necessary. <br /> Co. Stripe and stencil both sides of Old Snelling from County <br /> "00-00"_ Road E to County Road F . <br /> 00'4 Stripe and stencil County Road E-2 from Old Snelling to the <br /> Library . <br /> 4. Encourage Ramsey County in their proposed four- lane develop- <br /> ment of Lexington Ave. with trails ( between County Roads E <br /> and F) . <br />
