� t <br /> MINUTES OF REGULAR PARKS AND RECREATION COMMITTEE MEETING <br /> Village of Arden Hills <br /> • April 22, 1986 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:33 p.m. by Chairman Sand. <br /> Roll Call <br /> Present David Sand, Adele Anderson, Gerald Dreyling, Keith Enrooth, <br /> Mary Gillies, Don Messerly, Alan Montgomery, Tom Mulcahy, Jim <br /> Otto, Mark Peterson <br /> Absent: Jim Mishek, Kathleen Rauenhorst <br /> Also Present: Councilman Tom Sather, Mayor Robert Woodburn <br /> Planner Orlyn Miller <br /> Parks Director J. T. Buckley <br /> Craig Gallop. Musco lighting; Inc. <br /> Don Grant, Arden Hills Sportmens' Club <br /> Approval of Minutes <br /> The minutes of March 25 were approved as submitted. <br /> Mounds View Basketball Association - Winter Program <br /> The representative who was to discuss the winter program with the committee was <br /> not present; report delayed until May meeting. <br /> --_ <br /> Plans for Proposed $orth Snelling Area Park II <br /> • In late 1985, a park dedication agreement -iWss reached with North Heights <br /> Lutheran Church calling for dedication( 4.57 res of land, at the southern <br /> tip of their land, for development of a neig boyhood park in that area. While <br /> the final delineation of the land to be dedicated has not been worked out, the <br /> area proposed to be dedicated includes a ponding area, with sloping sides, <br /> resulting in approximately 2-1/2 acres of land suitable for park development. <br /> Miller said he has not been able to determine exactly how much water the pond <br /> is intended to hold. . .he's planning to discuss this with the Church's engineer <br /> and with the Rice Creek Watershed District. He discussed three options, (1) <br /> if it will normally be comparatively dry, some development could take place in <br /> this area; (2) it would be attractive as a "marshy" area; (3) if it will be <br /> holding water at all times, he feels it should be at a depth of at least 18" to <br /> 2' in order to be attractive in appearance. <br /> NHLC is presently doing grading on their site, and has been grading and filling <br /> in the area intended for the park also. Park committee members declared this <br /> extremely unfortunate; topography has been changed already so that original <br /> topography can't be determined. Miller explained that the grading and filling <br /> has been done partially to create the required slopes to the ponding area <br /> (required by RCWD); added that the quality of the fill dumped on the park was <br /> good and not detrimental to development; however, he agreed that it was <br /> unfortunate that the topography was disturbed before he had had a chance to <br /> prepare grading plans for the park. If, when grading plans are developed for <br /> the park, NHLC has done anything not called for in the plans, they can be <br /> required to change it. <br /> • Miller then presented three proposed plans for development, all of which <br />
