• 12-28-87 <br /> Tom Mulcahy - Comments on Proposal for Army Reserve <br /> Training Center <br /> Arden Hills Council Meeting <br /> Arden Hills ' response to the Army ' s request should be <br /> well-considered and developed after full consultation <br /> with all those who can make helpful comments. <br /> Remind you that Arden Hills was incorporated as a city in <br /> 19.-5-/ because of the desire of our early citizen <br /> leaders to maintain ultimate civil jurisdiction over <br /> this piece of property. <br /> Thus , in its very beginning, Arden Hills assumed the role of <br /> trustee for further generations of this marvelous <br /> public asset. Those leaders foresaw, 36- years <br /> ago, that there would be a time when the wartime needs <br /> • of our country would change , and this unique urban <br /> asset would be returned to some degree of local <br /> control. <br /> You are the successor trustees to that vision. Proceed <br /> cautiously -- not accepting a poor solution to a <br /> wonderful land use planning opportunity. <br /> We can ' t expect the Army or the federal government to <br /> do sensitive land use planning for this property. I am <br /> not faulting them or their vision. It ' s not their line <br /> of work. <br /> I suggest that their legitimate mission can be <br /> accomplished without taking the prime location on the <br /> Arsenal property and fixing its use for the next 50 <br /> years in an inappropriate mode. <br /> Let me be clear what I am not saying. I do not see this <br /> land as ever being suitable for private development. <br /> Anyone who knows anything about pcllution liability <br /> knows that it' s now untouchable for private <br /> development. <br /> This superb piece of property -- at least that easterly <br /> portion not occupied by arsenal buildings -- should be <br /> • preserved as park land or open space for public use and <br /> enjoyment. <br />
