• And I don ' t mean two or three ball fields -- I mean we <br /> should right now resolve as a policy matter for this <br /> city that our objective is to return the usable portion <br /> of the arsenal property to local public use. <br /> This is a big job, probably too big to do alone. <br /> Therefore , I propose that Arden Hills take the lead in <br /> forming a coalition of nearby cities and other <br /> interested groups to make this dream a reality. <br /> The settlement of the arsenal pollution litigation <br /> provides an excellent opportunity for discussion of <br /> creative possibilities that can now be explored with <br /> the federal government in a non-adversarial setting. <br /> I suggest that Arden Hills take the time and make the effort <br /> to join with Shoreview and New Brighton to solve the <br /> problem presented by the Army ' s proposal in a creative <br /> way. I feel that, working together, we can find a plan <br /> for the Army ' s training needs and preserve and enhance <br /> the natural asset that we have in our midst. <br /> I ask that you invite our neighboring cities , and other <br /> interested groups , to form an Arsenal Action Team that <br /> can mobilize support for public-minded use for this <br /> property in the coming decades . <br /> • Nothing less than a major effort will prevent a default of <br /> major proportions . <br /> Our early citizen-leaders saw the potential of this <br /> property. we must do likewise and act to save this <br /> heritage for public use and enjoyment. <br /> • <br />
