Minutes of Regular Parks and Recreation Committee Meeting <br /> January 26, 1988, Arden Hills City Hall <br /> Call to Order <br /> The meeting was called to order at 7:35 p.m. by Chair Sand. <br /> Roll Call <br /> Present: David Sand, Mary Gillies, Dorothy McClung, Don Messerly, Alan <br /> Montgomery, Tom Mulcahy, Jim Otto <br /> Absent: Keith Enrooth, Jim Mishek, Mark Peterson, Tom Suedbeck <br /> Also Present: Councilmember Nancy Hansen (8:30 p.m.) <br /> Parks Director John T. Buckley <br /> Approval of Minutes <br /> It was moved by Otto, seconded by Messerly, that the minutes of October 27 be <br /> approved as submitted. Motion carried unanimously. <br /> Review of 1987 Park Development <br /> Committee compared developments completed in 1987 with those planned. Although <br /> $5,000 was budgeted for grading the front area of Hazelnut Park, this was not <br /> done, since Committee, after viewing the area on the annual parks tour, had <br /> preferred the entrance as it now stands. The picnic shelter was not erected at <br /> Arden Oaks Park, since the neighborhood didn't want it; color-coating of the <br /> play area at Sampson Park was not accomplished because of lack of time (of <br /> Parks maintenance crew). Messerly stated the floating bridge at Crepeau Park <br /> did not seem as appropriate to the area after MSI blacktopped the trail at the <br /> • edge of Crepeau Park. Grading was not accomplished at Floral Park, nor the <br /> path to the lake constructed at Cummings Park, again due to lack of labor. <br /> Additions to the Plan included purchase of Lindey's Triangle, and improvements <br /> to Valentine Park entrance. <br /> Ten Year Park Improvement Plan <br /> Buckley stated that the "Ten Year Park Improvement Plan", devised in 1984 and <br /> updated in 1986, now needs to be re-done. With completion of initial <br /> development of North Snelling Park, the only remaining park to be developed <br /> will be the Round Lake area park; since City does not yet have all the property <br /> hoped for this park, no development will be done there until it is obtained. <br /> He feels the updated Ten Year Plan should contain plans for development of this <br /> park, continued development and improvement of trails, and revitalization of <br /> existing parks. <br /> Committee asked Buckley to prepare an updated Ten Year Plan for its <br /> consideration at its next meeting. <br /> 1988 Park Development Plan <br /> The proposed 1988 plan was reviewed. Buckley asked Committee approval of this <br /> plan this evening, since he would like to appear before Council with specific <br /> recommendations for playground equipment purchase and tennis court construction <br /> by early March. The plan includes completing development of North Snelling <br /> Park, including tennis courts, substantial development and upgrading of the <br /> trail system, possible purchase of a west access to Ingerson Park, and play <br /> equipment for Arden Manor. Committee asked demographics of the trailer court <br /> area; Buckley stated there were lots of pre-school and smaller children; the <br /> • only play equipment the City has there is the geodesic dome donated by the <br /> Townhouses.
