Minutes of the Arden Hills Regular Planning Commission Meeting, 5-3-89 <br /> Page 2 <br /> CASE #89-04 (Cont'd) William Sikora, Project Manager, was present to answer any <br /> questions. <br /> Chairman Probst asked if there was anyone present who wished to be heard. There <br /> was no response. <br /> The Chairman closed the public hearing at 7:45 p.m. <br /> Commission members discussed the following items: <br /> -Questioned if elimination of the plantings along the west end of the building <br /> to accommodate the bay doors would place the proposal below the minimum green <br /> space requirement. <br /> Planner Bergly stated the applicant has provided additional plantings, as shown on <br /> the revised landscape plan, and is well over the minimum requirement. <br /> -Questioned what materials would be used for constructing the trash enclosure <br /> and if it would be totally enclosed. <br /> Sikora advised the enclosure would be constructed with the same decorative block <br /> proposed for the building; he stated it would be 8 ft. in height and would be <br /> enclosed on three sides, with doors facing west. <br /> -Questioned if parking requirement calculation included the remaining retail <br /> space. <br /> Bergly explained there is one additional parking space provided; the calculation <br /> • includes the remaining retail space. <br /> -Questioned if Kennedy Transmission has provision for storage of materials. <br /> Sikora reviewed the area proposed for storage of oil from the Goodyear Service <br /> facility; it will be an above ground storage tank. He explained the Kennedy <br /> Transmission Center will either utilize the same storage tank, or an underground <br /> tank will be constructed in the west parking lot area. <br /> Petersen moved, seconded by Winiecki, that Commission <br /> recommend to Council approval of Case #89-04, Special Use Permit to allow a <br /> service station, Kennedy Transmission, in a B-2 District, based on the following: <br /> 1. The use is similar in character to a use previously granted a special use <br /> permit in the same business development (Goodyear Service Center) . <br /> 2. The use is within an "undesignated retail space" on the development plan <br /> approved in June 1988. <br /> 3. The use meets the criteria for a special use permit in the zoning ordinance: <br /> A. The proposed development meets locational criteria established in Section <br /> VI,C,l of the City Code. <br /> B. The proposed development will not unreasonably increase traffic volumes on <br /> Lexington Avenue. <br /> C. The development is proposed on a lot exceeding the 24,000 sq. ft. minimum <br /> lot size. <br /> • D. The proposed development meets the special site plan requirements of <br /> Section VI,C,2 of the City Code, with special note that the landscaping in <br /> lieu of a screen fence is acceptable and access to the site with a divided <br /> traffic lane entrance has been determined acceptable by the City Engineer. <br /> Motion carried unanimously. (9-0) <br />
