MEMORANDUM <br /> • DATE: December 7, 1989 <br /> TO: Mayor and City Council <br /> FROM: Councilmember and Planning Commission Liaison JoAnn Growe <br /> RE: Request from Planning Commission for Council Prioritization <br /> and Authorization to Study Items Listed <br /> At their regular Planning Commission Meeting held November 1, 1989, the Commission <br /> identified and expressed interest in studying the following items, in addition to <br /> their regular agenda, and making recommendation to Council for action if deemed <br /> necessary: <br /> Planning Commission continued involvement with the Round Lake Study <br /> Area/Gateway Business District; to include consideration of sending <br /> RFP's for the GB District and generally maintaining their connection <br /> with this matter. <br /> rStudy of the Development/Redevelopment along Lexington Avenue, north <br /> ` of County Road E and south of I-694; possibly a joint-study with the <br /> City of Shoreview and addressing traffic issues in this area. <br /> • 3. Study policies for Development of Wetland Areas, not designated as <br /> wetlands by the DNR; drafting a policy for filling wetlands and <br /> consider encouraging the City to purchase identifiable wetland area <br /> for the purpose of protecting the environment. <br /> 4. General Review of the Zoning Ordinance for modifications; including <br /> Satellite Dish Antennae, Recreational Vehicle Parking, and a general <br /> comprehensive review to identify areas where modification may be <br /> appropriate. <br /> 5. Study of a Citywide Trail System; suggested a joint study with the <br /> Parks Committee to preserve the existing trails and identify areas <br /> where connecting parcels may be available. <br /> 6. Study Future of the Arsenal Property; to include short and long term <br /> opportunities, such as encouraging the Army to relocate, extent of <br /> groundwater contamination and release of the land. <br /> The Commission determined that formation of subcommittees would best accomplish <br /> study of the above listed items and volunteers were requested. Those members <br /> not in attendance were asked in the minutes to review the list and volunteer at <br /> the next regular meeting in December. <br /> As Planning Commission Liaison, I am submitting the above listed items to <br /> Council for prioritization and authorization to direct the Commission to <br /> proceed with study of these items. If Council has any suggestions, revisions <br /> or additions to the list, I will be happy to refer the information to the <br /> Commission at their next regular meeting. <br /> ACTION REQUIRED: <br /> Council prioritization and authorization for Planning Commission to form subcommittees <br /> to study and make recommendation on the items as listed. <br />
