Minutes of the Arden Hills Planning Commission Meeting, 11-01-89 <br /> Page 2 <br /> CASE #89-19 (Cont'd) Member McGraw questioned if the applicant had considered <br /> placement of the antennae on the roof of the building. <br /> • Kappler stated that option was the first choice for relocation, however, the size <br /> of the dishes presented a problem for locating on the roof; the dish would be <br /> more visible. <br /> Planner Bergly noted he had reviewed correspondence from the installer which <br /> indicated the dishes would be more visible from the roof location and other <br /> problems. <br /> Chairman Probst asked if there was anyone present who wished to be heard <br /> regarding this matter. There was no response. Chairman Probst closed the Public <br /> Hearing at 7:45 p.m. <br /> Petersen moved, seconded by Winiecki, that Commission <br /> recommend to Council approval of Case #89-19, Amendment to Special Use Permit for <br /> Two Dish Antennae in a B-2 Business District to allow relocation and operation of <br /> two 3.7-meter receiving dish antennae as proposed, conditioned upon: <br /> 1. The applicant agree to have up to three (3) additional evergreen trees <br /> installed to provide more effective screening, if the proposed four (4) ten-foot <br /> evergreens are found to be inadequate. <br /> 2. The Landscaping be installed concurrently or within 30 days of the relocation <br /> installation of the dishes. <br /> 3. The dishes be installed as close to the ground as possible to lessen their <br /> • visual impact. <br /> Motion carried unanimously. (7-0) <br /> CASE #88-30; FINAL Planner Bergly referred to his report of November 1, <br /> SITE PLAN/PLAT, 1989, regarding the three items the applicant was to <br /> CONTINENTAL DEVLMT address and return to Commission for their review; <br /> APTS, HWY 10 & Landscaping, Lighting and Signage for the proposed 64 <br /> PARKSHORE DRIVE unit apartment complex at Highway 10 and Parkshore Drive. <br /> The Planner noted Commission should take action on all three items to allow <br /> Council to consider action on all the required items in the General Development <br /> Plan and Final Plat for this proposal. He explained Council tabled this matter to <br /> the next regular Council meeting held November 13 to allow Commission review of <br /> these items prior to final submission to Council. <br /> Bergly stated the landscape plan has been detailed since the last submission and <br /> shows an excellent selection and distribution of deciduous and evergreen trees <br /> and shrubs. He noted the screening from I-694 has been reinforced as recommended <br /> and will help to reduce the impact of traffic; minor field adjustments in <br /> placement of the trees will be made after the site is graded. Bergly also stated <br /> a good combination of plant materials in the interior parking court will provide <br /> desirable visual separation of the buildings and all plant materials meet the <br /> minimum size requirements of the City landscape regulations. <br /> The Planner stated the applicant has responded to the Commission's concerns <br /> • regarding the lighting fixtures initially proposed; the fixtures shown on this <br /> plan are hooded and have a prism face that directs the illumination downward. He <br /> advised the plan shows the lighting pattern with 0.5 foot candles of illumination <br /> at the outer edge of the circular pattern. <br />
