He <br /> stated the project is being proposed to serve the existing student population and <br /> not in response to anticipated growth. Bergly also advised interior remodeling of <br /> both the girls' and boys' locker rooms is part of the construction project, <br /> however, those improvements will not affect the building exterior or the site. <br /> Bill Martin, architect for the project, was present and explained the school <br /> district will replant any trees removed during the construction. He explained the <br /> mechanical room is enlarged from the original plan to accommodate more mechanical <br /> equipment than first anticipated. Martin stated the connecting link will have a <br /> small canopy with a seating area for baseball and football players to remove <br /> their cleats. <br /> Member Petersen questioned if the connecting link would create a courtyard area <br /> and if access will be provided. He expressed concern relative to fire personnel <br /> access. <br /> Architect Martin advised a courtyard area is created and door from the existing link and <br /> the boiler room are provided. He explained discussions of this nature had come up <br /> during prior construction of an addition; this should be in conformance with Fire <br /> Code standards and a building code review will be done prior to issuance of the <br /> building permit. <br /> He also noted there is an existing catch basin in the area and storm water will be <br /> adequately removed; this was included in the construction of the gym addition <br /> • planning. <br /> Ashbach moved, seconded by Zehm, that Commission <br /> recommend to Council approval of Case #89-18, as submitted, based on the <br /> Planner's considerations listed in his report of 11-1-89 . Motion carried <br /> unanimously. (7-0) <br /> DISCUSSION; The Planner advised Community Service Officer Dick <br /> RV PARKING Cieminski had conducted a survey of neighboring cities <br /> relative to recreational vehicle parking in residential <br /> districts. He stated this matter had surfaced recently due to parking complaints <br /> and citizen complaints that the City Ordinance is restrictive. <br /> Bergly stated he had contacted six other communities and found their ordinances <br /> are less restrictive than Arden Hills and are similar to the communities <br /> Cieminski had surveyed. <br /> Chairman Probst noted this matter was referred for study from Council and he <br /> questioned if the Attorney has had an opportunity to review and comment on this <br /> matter. <br /> Dick Cieminski reviewed his recommendations for amending the current City <br /> Ordinance. <br /> Jim Ross, 4029 Fairview Avenue, stated he owns a 34 ft. recreational vehicle. <br /> Ross explained the vehicle is well-kept and quite beautiful and he currently <br /> • stores the vehicle during the winter months and parks it on the side of his <br /> garage during the times it is not utilized in the summer months. Ross advised it <br /> is not feasible to store the vehicle away from his home during the summer months <br /> and he favored a less restrictive Ordinance. <br /> Chairman Probst stated he would prefer to receive input from the City Attorney <br /> prior to determining if the Ordinance is too restrictive. <br />
