Minutes of the Arden Hills Planning Commission Meeting, 11-01-89 <br /> Page 5 <br /> RV DISC (Cont'd) Members McGraw and Petersen agreed that recreational <br /> vehicles should not be parked in front driveways in <br /> residential areas. <br /> • Member Winiecki stated if the Ordinance is currently working why change the <br /> entire Ordinance; suggested minor modifications such as the length of the <br /> recreational vehicles could be included in the Ordinance. <br /> After discussion, Commission concurred to continue this matter to the December 6 <br /> planning Commission meeting to allow time for input from Staff, the City Attorney <br /> and further review of materials submitted by Commission. <br /> Planner Bergly advised Council requested this matter be returned for their review <br /> at the regular Council meeting held November 13; Council liaison Growe advised <br /> she did not sense an urgency from Council for this matter to be resolved by <br /> November 13. <br /> DISCUSSION; Planner Bergly referred Commission to his report dated <br /> SATELLITE 11-1-89 and a memorandum from the Administrative <br /> DISH ANTENNAE Secretary dated 6-9-89, regarding surveys of other <br /> cities relative to Satellite Dish Antennae requirements. <br /> Bergly reviewed his findings regarding regulations in other communities as listed <br /> on page 3 of his 11-1-89 report. He indicated several possibilities for amending <br /> Arden Hills regulations: <br /> a. The site plan review process, versus the SUP process, would offer virtually <br /> the same control by negotiations with the applicant. The public hearing and <br /> • associated costs would be avoided. <br /> b. Utilizing the accessory building setback and height requirements would give <br /> parameters of acceptability in locating the dishes. <br /> c. Screening for roof-mounted dishes could be handled in the same manner as <br /> roof-mounted mechanical equipment. <br /> d. Screening for ground-mounted dishes could be a requirement either with some <br /> guidelines or left up to a subjective review by the City. <br /> e. Many of the applications could be handled administratively, if the above <br /> location and design features were adopted as part of the ordinance. Planner, <br /> Zoning Administrator, Engineer and Building Inspector could be involved in <br /> administrative review. The Planning Commission and Council should determine the <br /> types of dishes where they would want to be involved in the site plan review <br /> process or review all dish installations as site plans. <br /> Member Petersen questioned if an Ordinance amendment review is being proposed <br /> to accommodate applicants or the City. <br /> Planner Bergly stated the Council had suggested review of the Ordinance because <br /> of the number of requests currently being received and the expense of following <br /> the public hearing process as outlined in the SUP regulations. <br /> After discussion the Commission concurred that the requests for installation of <br /> • Satellite Dish Antennae could be reviewed under the site plan review process <br /> rather than as special use permits. <br />
