As an alternate WS consideration for the City Council, the Applicant has submitted a modified
version with 1/3 of the Highway 96 West frontage converted to decorative metal fencing. The
alternate proposal includes:
• 6-foot tall decorative metal fencing with spikes along Paul Kirkwold Drive around the
pond and visible areas from Highway 96 West (approx. 1,170 lf)
• 6-foot tall chain link fence with three strand barbed wire along non-visible areas from
Highway 96 West frontage (approx. 740 lf)

Base + East 1/3 Hwy 96 Frontage

Decorative Metal Fence with Spikes Chain Link Fence with Barbed Wire

The Applicant is also proposing two parking lot additions which would increase the impervious
surface area by approximately 0.6%. The southern five-stall parking lot addition with concrete
sidewalk to the building will be open to the public. The northern 18-stall parking lot addition will
be behind the proposed security gates and will be for facility employee use only. To construct the
parking lots, the Applicant will be removing two trees. Tree mitigation is not required because
the Applicant is removing less than 10% of the trees located on the property.
