Public Works Director / City Engineer <br /> <br />SUBJECT: MPCA Local Stormwater Plan <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $10,000 $1,742 - $4,202.80 (City funds) Surface Water Mgmt. Fund, <br /> MPCA Resiliency Grant <br /> <br />Council Should Consider <br /> <br />Council should consider providing direction on moving forward with applying for the MPCA <br />Resiliency Grant program. <br /> <br />Background <br /> <br />Staff would like to develop a Local Stormwater Plan identifying drainage patterns within the <br />City, locations with current drainage issues, and suggested design alternatives and cost estimates <br />to address those issues. A major goal of this plan is to identify and prioritize improvements to <br />stormwater infrastructure while considering areas of need for environmental justice and future <br />storm events with greater intensity and frequency. This plan will allow the City to budget and <br />plan for upcoming projects while increasing their resiliency to the predicted changing weather. <br />This plan will also open future funding opportunities with local agencies such as Rice Creek <br />Watershed District and the Minnesota Pollution Control Agency (MPCA). In order to develop <br />this plan, Staff would recommend engaging with HR Green to assist in in applying for a grant <br />application with MPCA to complete the study. Cost implications are below, but it would initially <br />cost the City $1,742 to apply for the grant, and if we are successful the grant would be used to <br />complete the study. If we are unsuccessful, Staff will bring back to Council for further <br />discussion. <br />
