Professional Services Agreement
Arden Hills Local Stormwater Plan
220290
5/12/2022

Version2.3 02052021

Task 4 – 2022 Local Stormwater Plan

COMPANY will prepare a Local Stormwater Plan for the City of Arden Hills that will
include regional conveyance patterns, issues identified during the data collection task and
the following:

Potential Improvements
After documenting the existing stormwater conveyance systems and identifying current
issues, COMPANY will develop potential green and gray stormwater infrastructure
opportunities that could mitigate the identified problems and make the system more
resilient to increased storm intensities. With input from CLIENT, COMPANY will develop
conceptual figures and cost estimates for up to ten areas of concern. The following types
of improvements will be considered:

· Maintenance: Portions of the existing system may require cleaning, repairs, and/or
replacements as identified in the condition assessment. COMPANY will develop a
description and location map for each immediate maintenance need including
increased erosion prevention methods.

· Detention or Green Infrastructure: COMPANY will review existing areas of
concern for opportunities to implement stormwater detention or green
infrastructure either at the issue location or within the contributing watershed.
COMPANY will identify opportunities to reduce quantity and improve quality of
storm runoff to existing systems. When reviewing options, COMPANY will discuss
maintenance needs and preferences for proposed detention or green
infrastructure with the CLIENT prior to making a recommendation.

· Conveyance Improvements: COMPANY will identify opportunities to improve
stormwater conveyance within the system to address flooding problems,
particularly in areas with limited opportunities to reduce runoff. High level concepts
and hydrologic/hydraulic equations will be used in this review. No models will be
created for designs as part of this plan.

COMPANY will prepare a project summary for each improvement for inclusion in the
plan. COMPANY has also included time to map the projects in CLIENT’s GIS database to
show the general concept layout with proposed location, extent, preliminary pipe sizes,
and other related improvements.

Cost Estimates
COMPANY will develop an Engineer’s Opinion of Probable Construction Cost (EOPCC)
for up to ten projects for the CLIENT’s budgetary planning purposes and plan
implementation.

Prioritization
In coordination with the CLIENT, COMPANY will develop and apply an appropriate
method (cost-benefit, or other quantitative/qualitative criteria) to prioritize the
