Page 2 of 3 <br /> <br />City staff has determined that the trail’s current condition is beyond simple preservation methods <br />and needs a full rehabilitation with new pavement. <br /> <br />Shelter replacement: The existing shelter roof is damaged from an incident with Public Works <br />maintenance equipment, poor placement of the shelter has the roof overhanging the path. The <br />structure has a poor roof design, the sheets are corrugated horizontally which collects fallen <br />leaves, branches and holds water which then accelerates the structure to rust and is a <br />maintenance nuisance. Staff recommends replacing with a 16’ x 16’ structure, similar to <br />Attachment C. The new structure would reuse the existing concrete pad, it would be shifted away <br />from the trail and the extra concrete pad space would be ideal to add grills. <br /> <br />Water Source: Currently, the Community Gardens utilize water barrels as a water source that <br />Public Works routinely fills. City staff has received comments that an alternate water source <br />such as a pumping well is desired. Staff received a quote to install a well which came to about <br />$25,000 to $30,000. The well depth would have to be about 160-feet to 200-feet deep which <br />means it would take about 40 pumps before water emerged. The other option staff would look <br />into is to tap into the existing watermain off of Royal Lane, this option would be reviewed during <br />design. <br /> <br />These are a few of the improvements City Staff recommends, other improvement ideas will be <br />gathered from residents through surveys and an open-house event. <br /> <br />Staff is requesting Council discuss moving forward with improving Floral Park with the <br />anticipated timeline of being constructed in 2023. <br /> <br />On November 22, 2021, Council approved a professional services agreement (PSA) with HR <br />Green to provide the design and public engagement for the Floral Park Hardcourts. Staff has <br />asked HR Green to submit a proposal to amend the existing PSA to include the improvements as <br />presented in this item. The proposal to add on the Floral Park Improvements is $51,803.
