Renée Marino asked David Swearingen if there are constraints about gauge <br />positioning so as not to interfere with the city’s installation of the pump. David <br />said he did not think there are constraints but would follow up with his staff. <br /> <br />Susan Johnson brought an article written by Dick Osgood discussing Como <br />Lake’s health asserting that large changes in lake levels and fish kills can be good <br />for a lake, contrary to other opinions. Renée agreed to share this with the people <br />at the Rice Creek Watershed and DNR involved with this lake level monitoring <br />and management project to get their reaction to the article. Action: Renée Marino. <br /> <br /> <br />5.4. Plan for 2022 removal of excess lake weeds and debris and control of invasive <br />purple loosestrife. Update: Susan Johnson, Renee Marino and Kathy Johnson <br />5.4.1 Background: Susan agreed to again manage lake weed removal efforts in <br />2022. Susan agreed to coordinate on notifying lakeshore owners about Purple <br />Loosestrife and Renee agreed to work with the City of Arden Hills to post <br />information on the city’s website. There were 21 locations on Karth Lake with <br />Purple Loosestrife in 2022. Because this could not wait until after the October <br />meeting to address, the board was notified by email in August of the combined <br />efforts of Susan, Renee, Kathy and others to address this issue. <br /> <br />Discussion: Susan Johnson shared that the 2022 removal of excess lake weed <br />effort had involved 21 households. The total cost was $7,420. The fund has <br />$1,270 remaining for future efforts. This year, only lake weeds were removed, not <br />other debris. Some property owners wanted water lilies removed, others did not. <br />Only one property owner had a complaint about an aspect of the work. The weed <br />removal contractor, Holt, has scheduled another Karth Lake day in 2023. <br /> <br />Renée Marino shared a map of the 21 properties with Purple Loosestrife sightings <br />in 2022 (attached). Several members discussed the coordination and quick <br />response in identifying and removing most plants in 2022. It will be important to <br />monitor and respond to new plants in the near future, since seeds from the plants <br />removed in 2022 will most likely continue to germinate for several years going <br />forward. <br /> <br />5.5. Open Meeting Policy: Susan Johnson, Steve Scott <br />5.5.1 Background: The City of Arden Hills’ position as of the April 2022 <br />meeting was that, going forward, all KLID board meeting should be in-person <br />only and not offer a remote attendance option. The board was concerned that such <br />a policy could prevent board members and the public with immuno-compromised <br />health status from attending. Susan Johnson offered to prepare a brief written <br />summary of open meeting laws and their relevance to KLID board meetings. She <br />will provide that write-up to Steve Scott before the next board meeting. <br /> <br />Discussion: Steve Scott presented this issue at the City Council meeting on <br />October 10, 2022. The City Council agreed that Zoom attendance at meetings
