ARDEN HILLS CITY COUNCIL — JANUARY 9, 2023 19 <br />Councilmember Monson clarified the funding for this project would be a separate decision made <br />by the Council at a future meeting, should this project move forward. <br />Councilmember Holden stated this was correct. <br />Public Works Director/City Engineer Swearingen explained staff has put the process in place <br />to request MSA funding. <br />Councilmember Fabel reported with the new facts in place regarding the Lindey's parking lot the <br />Council must consider the incremental benefit of having a roundabout versus not having a <br />roundabout. He indicated the new Councilmembers have not had a chance to consider this matter. <br />He supported the Council further considering this matter at a future work session. <br />MOTION: Councilmember Fabel moved a motion to table action on the Ramsey County <br />Cooperative Agreement to the January 17, 2023 City Council Work Session. <br />Councilmember Monson asked if the County would make any other recommendation for this <br />intersection, besides a roundabout. <br />Mr. Mazzitello stated after completing two intersection evaluation studies, both pointed to the <br />same solution, which was a roundabout. <br />Joey Lindquist, Project Engineer for Ramsey County, indicated both of the ICE reports showed a <br />roundabout being the most efficient solution for this intersection for all times of the day. <br />Councilmember Monson reported it was her understanding that there has been minimal crashes <br />at this intersection and safety was not the underlying factor for making improvements at this <br />intersection. <br />Ms. Lindquist stated this was correct. <br />Mr. Mazzitello indicated the project was being necessitated for address a congestion period. He <br />explained the roundabout was the most efficient and least intrusive option for an intersection <br />improvement, according to the intersection study. <br />Councilmember Holden asked what additional information the Council needed if this item were <br />tabled to a fixture work session. <br />Councilmember Monson stated she had sufficient information regarding this matter. <br />Councilmember Fabel withdrew his motion to table action on this item. <br />Mayor Grant called the question. <br />
