ARDEN HILLS CITY COUNCIL — JANUARY 9, 2023 34 <br />Councilmember Fabel reported Item 10H would amend City Code to make it consistent with <br />State law noting the Council would make appointments going forward. He stated right now the <br />language was ambiguous. <br />Mayor Grant indicated he read City Code previously in the meeting and it was not ambiguous. <br />He explained Councilmember Fabel was proposing City Code be reworded so that there would <br />not be mayoral appointments going forward. He reported if the Council could review and approve <br />Item 10H at the first meeting in February. He stated Arden Hills was a rather small community <br />and he would like the Council to consider how these extra meetings impact staff. He explained the <br />Council did not cancel these meetings to upset the incoming Councilmembers, but rather took this <br />action as a consideration for City staff and because this action was taken last year. <br />Councilmember Holden suggested action be taken on this item because a decision has already <br />been made by the three new Councilmembers. <br />Councilmember Monson asked if staff had any items that would need to be addressed on January <br />23. <br />City Administrator Perrault explained staff was working under the assumption that this meeting <br />would be cancelled. He noted there was nothing pressing for the Council to address on January <br />23. <br />Mayor Grant reported if a pressing matter were to arise, he could call for a special meeting. <br />Councilmember Fabel reported adequate notice would have to be provided prior to any public <br />meeting. <br />Mayor Grant stated three days' notice was required before any public meeting. He explained the <br />Council always had the option of holding a special meeting after a work session as well. <br />Councilmember Fabel commented based on all of this information he would be willing to <br />withdraw his motion. <br />Councilmember Monson rescinded her second. She asked if Item IOH could be addressed by the <br />Council on January 17. <br />City Attorney Jamnik reported the ten day notice would not allow this item to be discussed by <br />the Council on January 17. He stated the ten day notice would require this item to wait until <br />January 23 or February 13. <br />Mayor Grant commented the City Code revision would strip the mayor of duties that only occur <br />at the beginning of the year. He reported the Council has just dispensed with these items and there <br />was no rush to complete the City Code revision. <br />Councilmember Holden stated she was uncertain what else the new Councilmembers had <br />planned. <br />
