ARDEN HILLS CITY COUNCIL – JANUARY 9, 2023 28 <br /> <br />Mayor Grant requested staff speak to the process that has been followed in the past for the JDA <br />Chair appointments. <br /> <br />City Administrator Perrault explained the last application period was advertised in the City <br />newsletter and applications were then open for two weeks. <br /> <br />Mayor Grant stated the application process would then be dependent upon when the next <br />newsletter would be printed. <br /> <br />City Administrator Perrault reported this was the case. <br /> <br />Mayor Grant commented the application process may take four weeks, due to the timing of the <br />next newsletter. <br /> <br />Councilmember Fabel asked what would be a reasonable amount of time to take applications for <br />the JDA Chair position. <br /> <br />City Administrator Perrault stated if the Council’s intent was to advertise the position in the <br />City newsletter, which would be sent out in early February, it would take four or five weeks to <br />have the application process complete. <br /> <br />Councilmember Rousseau inquired if the JDA had to have a Chair in order to reach out to <br />Ramsey County. <br /> <br />City Administrator Perrault reported the JDA did not need a Chair, but it was his understanding <br />the JDA had to have four members in order to have a quorum and the Vice Chair would be <br />appointed by the County. <br /> <br />Councilmember Fabel requested the application process move forward with all due speed. <br /> <br />Councilmember Holden questioned if this task should be rushed by staff above all other City <br />duties. <br /> <br />Councilmember Fabel recommended the JDA Chair application process be a priority to staff. <br /> <br />Councilmember Holden asked that staff speak to what may have to be put off if this application <br />process was made a priority. <br /> <br />City Administrator Perrault explained he needed to know what the timeframe was for the <br />application process and if a subcommittee or the entire Council would be reviewing the <br />applications. <br /> <br />Councilmember Monson supported the position being posted in the Arden Hills Notes. <br /> <br />Mayor Grant indicated staff has heard the comments of the Council and understands the Council <br />would like staff to move expeditiously through the application process. He reported the JDA
