ARDEN HILLS CITY COUNCIL – JANUARY 9, 2023 29 <br /> <br />meets once a month. He explained he supported the Council interviewing all of the JDA Chair <br />applicants, noting this was done in the past. <br /> <br />Councilmember Monson supported this recommendation. <br /> <br />A roll call vote was taken. The motion to begin the application process for the <br />JDA Chair position carried (5-0). <br /> <br />E. Mayor Pro-Tem Appointment <br /> <br />City Administrator Perrault stated this item was brought forward by Councilmember Fabel. <br /> <br />Councilmember Fabel stated annually, the City Council must appoint a Mayor Pro-Tem to <br />perform the duties of the Mayor during the absence or disqualification of the Mayor or in the case <br />of a vacancy in the office of the Mayor. The resolution would appoint Emily Rousseau to the role <br />for 2023 following Council approval. <br /> <br />MOTION: Councilmember Fabel moved and Councilmember Monson seconded a motion <br />to adopt a Resolution appointing Emily Rousseau as the Mayor Pro-Tem for <br />2023. <br /> <br />Councilmember Rosseau asked how long the City Council has been appointing the Mayor Pro- <br />Tem on an annual basis. <br /> <br />City Administrator Perrault reported this action was taken on an annual basis as long as the <br />City has been incorporated. <br /> <br />Councilmember Holden questioned how long Councilmember Rousseau has been active in City <br />government. <br /> <br />Councilmember Rousseau indicated she has been in City government for six days now. <br /> <br />Mayor Grant stated it was his choice to have Councilmember Holden continue as Mayor Pro- <br />Tem due to the fact she has a number of years of experience in City government. He indicated he <br />would be fine choosing a different Councilmember a year from now, but for this year he supported <br />Councilmember Holden. He explained the other aspect of this was, historically, his attendance <br />was very good. <br /> <br />Councilmember Rousseau reported the City’s new policy would allow for Councilmembers and <br />the Mayor to attend meetings remotely. She indicated her interest with this position was due to her <br />being able to fill a role when agility was needed. She supported this position rotating on a yearly <br />basis for continuity purposes. <br /> <br />Mayor Grant stated he would have done this next year. He asked if the emergency operations <br />manual had been distributed to the new Councilmembers. <br />
