nor does our scope of services include design of volume control, water <br />quality, and rate control practices. Additionally, we are assuming the work <br />associated with dredging of the five ponds will not require a permit. These <br />standards are subject to change and potential changes to the rules should be <br />considered during design of this project; however, we cannot anticipate what <br />these changes might entail and will have to scope our services based on the <br />current standards and how we anticipate RCWD will view the pond dredging <br />activities. <br />Bolton & Menk will provide plan submittals at 60 and 90 percent for city <br />review prior to submitting the final plans for bidding. <br />Using past bid information from the City of Arden Hills and other nearby <br />metro communities —as well as current contractor pricing, overall city <br />knowledge, local contractors, and site conditions —we will prepare an <br />opinion of probable construction cost. Electronic and hard copies of the <br />opinion of probable cost will be provided to the city and be used for bidding <br />and assessment purposes. <br />®Task 9: Project Manual/ <br />Specifications <br />Bolton & Menk will work with city staff to prepare the project manual and <br />specifications for bidding and construction purposes. We have significant <br />experience compiling these documents from previous city projects which <br />allows us to provide this service to the city in a reduced number of hours <br />which leads to cost savings for the city. Documents will include: <br />• Standard front-end documents provided by the city and edited by <br />Bolton & Menk for project specifics <br />• Special provisions and technical specifications for project -specific <br />items of work <br />We will provide specification submittals at 60 and 90 percent for city review, <br />prior to submitting the final specifications for bidding. Three final paper <br />copies and a PDF digital copy of the plans and specifications will be provided <br />to the city for bidding. <br />OTask 10: Permitting <br />Conference calls will be coordinated with governing agencies to <br />discuss permit applications, if necessary. <br />Our team will prepare permit applications, secure city signatures, and submit <br />them to governing agencies for all required permits related to the project <br />(permit fees will be paid for by the city and are not included in our proposed <br />fees). It is assumed that the following general permits will be required: <br />• MPCA Construction Stormwater permit <br />• RCWD Erosion and Sediment Control Plan permit <br />MDH Watermain Plan Review permit <br />Ramsey County right-of-way permit <br />Conference calls will be coordinated with governing agencies to discuss <br />permit applications, if necessary. <br />It is assumed that RCWD permits will not be required for stormwater <br />management or activities associated with pond dredging. <br />Additional specialty permits will also be required by this project at the <br />five pond locations. Completion of a routine Level 1 wetland delineation <br />is appropriate when the exact boundary of a wetland is not a critical or <br />the project's activities meet the No Loss criteria defined in the Wetland <br />Conservation Act (WCA). The Level 1 review will consist of an examination <br />of common offsite mapping resources to determine the wetland type and <br />sketch its approximate boundaries. This includes compiling information as <br />follows: available aerial photographs; Ramsey County LiDAR maps; national <br />wetlands inventory maps; Ramsey County soil survey maps; and MNDNR <br />public waters maps. <br />Bolton & Menk will use the routine Level 1 wetland delineation to determine <br />and prepare the appropriate permit application to account for any aquatic <br />resource impacts proposed by the project. This will include the MN Joint <br />Application to the U.S. Army Corps of Engineers and Local Government Unit. <br />These applications will include GIS-based figures, permit narrative, and <br />project plan set. <br />In some cases, the reviewing agencies request additional information and/ <br />or a Technical Evaluation Panel meeting during the review process. If our <br />attendance is requested at a meeting to discuss the acceptance of the <br />delineated boundaries or the agencies request additional information, <br />this service will be provided on an estimated hourly basis at our Wetland <br />Specialist rate. Please note that if these tasks are not requested, the client <br />will not be billed. <br />Task 11: Bidding Assistance <br />Bolton & Menk will prepare the advertisement for bids for the <br />city to send to required publications. We will also provide plans and <br />specifications for electronic distribution to Quest CON by the city. <br />Bolton & Menk will answer all written and verbal questions from potential <br />bidders. If necessary, we will issue addenda to address project -related <br />questions during bidding. We will attend the bid opening, tabulate bids, and <br />prepare the letter of award recommendation. <br />It is noteworthy that the City of Arden Hills received exceptional bids the <br />last two Bolton & Menk led street projects. Bolton & Menk, including this <br />specific proposed project team, is well respected by contractors in the <br />industry for having constructable improvements. We will carefully monitor <br />the list of plan holders and gauge the market during the bidding process to <br />best position the City of Arden Hills for bottom line success. <br />
