®Task 12: Construction Services <br />Bolton & Menk will assist the city through the construction phase <br />by providing construction administration, observation, and staking services. <br />We feel our practical and pragmatic approach during design is built from our <br />team's thorough understanding and background working on the construction <br />phase of projects. As such, we excel in this area. <br />We will plan and lead the project's pre -construction meeting and review <br />shop drawings as they are submitted by the contractor. Our survey crew will <br />complete the following field staking tasks during construction: <br />• Control verification <br />• Staking watermain replacement for the reconstruction areas <br />• Staking storm sewer replacement, as necessary, for the reconstruction <br />areas and drainage improvements near 4242 Norma Avenue <br />• Staking storm sewer (assumes 13 structures identified by city public <br />works staff for replacement and an estimated additional 12 structures <br />to be reconstructed to include additional BMPs prior to outfall — 25 <br />total structures) <br />• Staking curb for the reconstruction areas and Floral Park parking area <br />• Providing select bluetops at tie-in intersections for the reconstruction <br />areas <br />• Providing two control points per pond for contractor's equipment to <br />complete pond dredging via GPS (control points will be at top nut of <br />existing hydrants or permanent iron pipes with brass/aluminum caps <br />for the city's long-term use) <br />• Verification survey at conclusion of pond dredging excavations/grading <br />(assumes one per pond) <br />Survey crews will provide construction stakes with alignment and grade, <br />as necessary, and documentation of all survey points installed. If the <br />assumptions above change or other facilities are requested for staking, <br />our project staff will be available to complete further field staking for an <br />additional fee based on submitted hourly rates. <br />We will provide on -site construction observation throughout the project. Our <br />scope of services assumes construction will take approximately 12 weeks. <br />It is expected that full-time observation, 50 hours per week, will be needed <br />during reconstruction and utility construction, and part-time observation, <br />30 hours per week, will be needed during rehabilitation construction, to <br />complete this project. These assumptions are based on the minimum amount <br />of time and effort to inspect work throughout the construction season. The <br />hours do not account for items outside of Bolton & Menk's control and it is <br />possible that a higher level of service will be needed. If full-time inspection <br />is needed throughout construction and the hours and/or duration need to <br />increase from our estimate, Bolton & Menk can provide that level of service, <br />with the approval of the city, for the additional hours needed at the hourly <br />rate provided in our Summary of Fees table. <br />Bolton & Menk's construction observer will observe the work performed by <br />the contractor per the project plans and specifications, make notations for <br />as -built purposes where acceptable deviations are made by the contractor, <br />and produce required documentation for this locally funded project. This <br />individual will also handle communication and questions from residents, and <br />they will relay information between the contractor and the city as necessary. <br />The observer will also coordinate construction materials testing with a <br />testing agency to be provided by the city; construction materials testing is <br />not included in our proposal and/or fees. We will coordinate to have two <br />geotechnical firms provide quotes for construction materials testing for the <br />city's consideration. <br />Bolton & Menk's construction observer will be available via phone, email, <br />and text to respond to resident needs throughout construction. Our project <br />team will provide updates and notices as necessary for water shutdowns <br />and access restrictions, making sure residents have access when possible <br />and when needed. We will also respond to commonly -asked questions and <br />requests during the construction process. <br />Our project manager will provide oversight of our construction observer, <br />administer the construction contract, and facilitate weekly construction <br />meetings. It is anticipated that our project manager will spend approximately <br />10 hours per week on construction administration responsibilities. They will <br />conduct weekly construction meetings with the contractor during utility <br />and reconstruction portions of the project (and as -needed thereafter), <br />prepare progress payments monthly, and prepare change order documents <br />as necessary. They will also provide monthly construction newsletters to the <br />city for mailing to residents. <br />UV Task 13: Project Closeout <br />Work under this task includes completing a review of the project <br />site with the city and the contractor. We will walk the site with project <br />stakeholders and identify any punch list items that need to be addressed. <br />We will provide a copy of the punch list from the walkthrough and review the <br />items in coordination with the construction observer. <br />Bolton & Menk will survey the final improvements and prepare record <br />drawings to deliver to the city for the project. The as-builts will be in <br />electronic PDF format, including redlined elevations and changes made <br />during the construction process and documented by the construction <br />observer during their observation duties or received separately from the <br />city's contractor. <br />The as -built survey will verify structure installations for horizontal location, <br />rim elevation, and inverts of fully replaced structures (storm CBs/MHs and <br />water valves/hydrants — assumes a total of 34 structures). All other utilities <br />remaining in place, including those identified for casting replacement or <br />adjustment, will not be collected as part of the as -built survey. <br />
