ARDEN HILLS CITY COUNCIL WORK SESSION — FEBRUARY 21, 2023 3 <br />Councilmember Monson said it seemed like the original proposal was open market and there <br />was concerns about families from there overrunning the playground, but now at 55+ there would <br />be a different view on how to access the park. <br />Mr. Fink said there is a trail on the south side of Highway 96 and they plan to connect to it, he <br />believed that would connect to a trail on Snelling Avenue to get to the park. <br />Councilmember Monson said there was no sidewalk on Snelling Avenue. <br />Councilmember Holden wondered if they could put a crosswalk through the parking lot from the <br />park to the property, and asked about access for people wanting to go to church at North Heights. <br />Mr. Fink said when they get the site plan detail they will address pedestrian traffic, vehicle <br />traffic, and recreational trails in and around the site. <br />Mayor Grant mentioned this was a concept review and an opportunity to give feedback to the <br />developer so if he brings back a proposal it lines up with what they want. <br />Councilmember Monson said she would be looking at how much tree clearing would take place <br />with preference of fewer trees cleared. She would also like to see energy efficiency measures <br />beyond traditional buildings. <br />Councilmember Holden asked who would own and be responsible for the storm water pond. <br />Mr. Fink assumed that the property owner would maintain the pond. <br />Councilmember Fabel expressed interest in making 15-20 units be affordable at 60% AMI. <br />Mr. Fink stated that would require some financial assistance from the City to cover the revenue <br />gap. <br />Mr. Fink said the intention is to have a left turn only out of the development so traffic is directed <br />to Highway 96. <br />Councilmember Holden said they would need to make significant changes to the intersection <br />with Snelling Avenue so it would be a right hand only turn. <br />Mr. Fink agreed that would be their intention. <br />Councilmember Rousseau asked if they would be completing a noise study. <br />Mr. Fink said they would complete the study before the application goes to the Planning <br />Commission. <br />Mayor Grant said the quality of exterior building materials would be important to him. <br />Councilmember Holden wondered how many people would be under 65 years old would live at <br />the facility. <br />
