Water Monitoring/ Sampling is required by the MDH. On a monthly basis, 10 predetermined sample <br />sites are visited and a water sample is collected to test for Bacteria and Chlorine Residual. These <br />samples are coordinated through Pace Analytical and results are submitted on the city’s behalf to MDH. <br />Additional sampling is collected quarterly by PW Staff and submitted directly to the MDH. The MDH also <br />requires annual, the Consumer Confidence Report be mailed to property owners in July. This <br />information is gathered by and mailed with the utility bill sent by the Utility Billing Department. <br />Every 5 years, the MDH requires Lead and Copper sampling from 20 locations citywide. This process was <br />last completed in 2022. <br />Booster Station Routine Maintenance and Inspections are completed as follows- <br />x Daily- checking pump run times. This aids in diagnosing any pump related issues proactively. <br />x Monthly- greasing pumps <br />x Monthly- Inspection and test run the diesel-powered standby generator and auto transfer <br />switch. The key items inspected are, fluid levels, starting battery, battery charging system, <br />coolant circulator (assists in cold weather starting), fuel level, and the overall condition of the <br />site/ enclosure. Ensuring the equipment is secure and ready for emergency service. <br />x Perform condition assessments to determine any future rehabilitation needs. <br />Water Tower Maintenance and Inspection. As part of the 2023 PW Paving Project, the South Water <br />Tower service drive is scheduled to be repaved. This includes the current footprint of a U- shape around <br />the Booster Pump building. In addition, the North Water Tower is scheduled to sub-cut, grade and pave <br />a new 10’ wide U-shaped driveway around the tower. Following the paving at both sites, turf restoration <br />will be completed. <br />Below are routine items to be completed at each water tower- <br />x Daily inspection of telemetry readings (tower levels). Intrusion alarms on tower entry doors are <br />also monitored. <br />x Grounds maintenance, mowing, trimming, tree trimming, snow plowing. <br />x Repairs and painting are needed to the wood fence at the North Tower. This will be coordinated <br />with the Cell Provider per the lease agreement. <br />x Current guidelines recommend a full inspection (float down inspection) of the tower structure, <br />coatings, and OSHA safety requirements every 5 years. This includes draining the tower to <br />roughly 50% and completing a thorough inspection of the wet area. The remainder of the tower, <br />referred to as the dry area is also inspected. Both our towers are with steel, corrosion is a large <br />concern. Correcting the coating/ paint early prevents costly future repairs. <br />o The North Tower repainting project, final warranty repairs were completed in 2021. The <br />next float down inspection is expected in 2026. <br />o Staff is reviewing the final report from the inspection completed at the end of 2022 on <br />the South Tower. Preventative maintenance recommendation is outlined in the report <br />for completion in 2023. (This item will be brought forward at a future work session <br />discussion with Council.) <br /> <br />
