X <br /> <br />City of Arden Hills <br />Page 4 of 63 <br />October 7, 2022 <br />  <br /> <br /> <br /> <br />PROJECT SUMMARY <br /> <br /> <br />PROJECT DESCRIPTION <br />HR Green was chosen by the City of Arden Hills for the Old Snelling Trail Feasibility Study Update <br />project. The project consists of five tasks: <br />Task 1 – Reviewing existing documents and conditions for changes – Review the report, <br />assumptions and conditions noted that can influence the project design and approach. Provide <br />updated report sections to be consistent with current conditions and requirements, along with <br />recommendations. <br />Task 2 – Update report figures and graphics – Update report figures and graphics to current <br />conditions and trail project limits, as needed. <br />Task 3 – Project cost estimate – Update estimated project costs for the current trail section <br />alignment and current unit construction costs. <br />Task 4 – Project funding options – Research and list possible project funding opportunities to <br />pursue at a future date. <br />Task 5 – Geotechnical evaluation – Perform soil borings along the updated trail route to help <br />determine underground soil conditions and water table elevations. This task was primarily <br />performed by Braun Intertec Corp. <br />The completion of these tasks culminated in the preparation of the document at hand, which is <br />designed to follow the layout of the original 2008 Old Snelling Avenue / Old Highway 10 Trail <br />Feasibility Report prepared by Bolton & Menk, Inc. as much as possible for familiarity and ease of <br />reference. In accordance with Tasks 1 – 3 above, each section of the original report was reviewed <br />and updated, including updates to all recommendations throughout the report. Tasks 4 and 5 have <br />led to the development of new sections 7 and 8 which were not part of the original report, and <br />Appendix C was added to include the Geotechnical Evaluation Report. <br />The original report was prepared for the entire proposed project area (along Old Snelling Ave. / Old <br />Highway 10 from Minnesota State Highway 51 north to County State Aid Highway 96). This <br />updated report was prepared for the portion of the original project area from Lake Valentine Rd. <br />north to Lakeshore Pl. Refer to Figure 1 in Appendix A. Elements of the original report that refer <br />to the portion of the project area from Minnesota State Highway 51 north to Lake Valentine Rd. and <br />from Lakeshore Pl. north to County State Aid Highway 96 are not included in this updated report <br />except as a point of reference. <br />Within the original proposed area, there have been four portions of the proposed trail constructed <br />in the time since the original report was published: 1) the Canadian Pacific railroad bridge crossing <br />in 2010, 2) from Lakeshore Pl. north to County State Aid Highway 96 in 2014, 3) from County Rd. <br />E West / Lake Johanna Blvd. north to County Rd. E2 in 2018, and 4) from Minnesota State Highway <br />51 north to County Rd. E West / Lake Johanna Blvd. in 2022. All of these portions of the proposed <br />trail have been constructed on the west side of the corridor. In addition, the portion of the proposed <br />trail from County Rd. E2 north to Lake Valentine Rd. is identified as part of the Mounds View High <br />School trail improvements with of the Safe Routes to School program and is proposed to be on the <br />west side of the corridor. Refer to Figure 1 in Appendix A.
