X <br /> <br />City of Arden Hills <br />Page 16 of 63 <br />October 7, 2022 <br />  <br /> <br /> <br /> <br />8.3 RECOMMENDATIONS <br />Based on the results discussed above, in general the existing soils along the proposed trail corridor <br />are suitable for reuse during construction of the proposed trail and do not present significant risk to <br />the project. However, some areas may need to be subcut by the Contractor, and some removal <br />and replacement of existing unsuitable soils should be anticipated. Also, portions of the existing <br />fill may contain organic material, and it is not recommended to reuse existing fill that contains debris <br />or organic material as structural fill. Lastly, based on the soil borings, typical soil correction depths <br />along most of the proposed trail alignment are anticipated to be about one to two feet. <br />The recommended pavement section for the proposed trail is three inches of bituminous wear <br />course over six inches of Class 5 or Class 6 aggregate base, which is based on a 20-year <br />performance life for bituminous, including routine maintenance. Performance and condition of the <br />pavement are affected by many factors, and it is recommended that a regular maintenance plan <br />be developed to help ensure that the pavement performs well for last as long as possible. <br />These brief comments follow those presented in the Geotechnical Evaluation Report, and this <br />report also supports the recommendations of the Geotechnical Evaluation Report related to site <br />drainage, construction disturbance, excavation oversizing, excavated slopes, pavement subgrade <br />preparation, pavement subgrade test roll, engineered fill materials and compaction, and <br />stormwater. Refer to the Geotechnical Evaluation Report in Appendix C for more information. <br /> <br />9.0 CONCLUSIONS AND RECOMMENDATION <br /> <br />Constructing the remaining portion of the proposed trail will bring to fruition full connectivity along the main <br />link in a network of trails connecting Arden Hills, and it is the hope that this report can guide the City in <br />realizing the full benefit of the trail for years to come. The conclusions and recommendations outlined in <br />this report are considered to be compatible with applicable MnDOT standards at this time. With an <br />unidentified schedule for construction of the proposed trail, it may be necessary to reevaluate the standards <br />for trail construction should MnDOT design guidance be updated before the final design phase of the project <br />is completed. In the same way, a reevaluation of stormwater management and wetland conservation <br />regulations may be necessary. Such changes may dictate alterations in the design of the trail and the <br />scope of work required to accommodate construction. Lastly, although this construction work could be split <br />into phases, with this size of a project it is recommended that the work be done under one contract for cost <br />benefits. <br /> <br /> <br />
