Public Works Director / City Engineer <br />SUBJECT: Old Highway 10 Trail Improvements - Design Engineering Services with SRF <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 $226,443 PIR - Parks Fund <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Accepting the proposal from SRF Consulting in the amount not -to -exceed of <br />$226,443 to complete "Shovel -Ready" Design of the Old Highway 10 Trail Project. <br />Background/Discussion <br />At the March 20, 2023 Work Session, City Council directed staff to receive engineering services <br />proposals to order "Shovel -Ready" design plans for the proposed Old Highway 10 Trail <br />Improvement Project. <br />A Request for Proposals was issued on April 17, 2023. The scope of work for the project <br />includes preparation of an alternatives analysis to determine a recommended trail alignment, <br />preparation of construction plans, coordination with Ramsey County, coordination with MnDOT <br />and preparation of legal descriptions for easements needed to construct the project. The scope of <br />work does not include the preparation of specifications, final permitting, grant writing and <br />applications, right-of-way acquisition services, bidding assistance or construction administration. <br />These tasks can be provided after the City secures sufficient funding to build the project. <br />Proposals were requested from four consulting firms: SRF, Kimley-Horn, TKDA and HR Green. <br />Kimley-Horn and HR Green chose not to submit proposals as they felt they did not have <br />Page 1 of 2 <br />
