adequate staffing at this time to produce a proper product that this project needs. SRF and TKDA <br />did respond to the Request for Proposals, both are well qualified to perform the work, and both <br />have performed work successfully for the City recently. The proposal from SRF presented a <br />team that is directly focused and experienced with trail planning and design. It highlighted the <br />importance of engaging with all stakeholders and providing opportunities for the Public's input <br />and mentioned SRF's recent experience on the MVHS Trail design that can be implemented with <br />the proposed Old Highway 10 Trail. SRF also provided the lowest proposed fee, although City <br />staff does not recommend that the City select design consultants based on fees. Copies of the <br />proposals are provided in Attachments A and B. A summary of the scoring results is provided in <br />Attachment C. <br />If the City Council wishes to proceed with the design phase to allow the project to be considered <br />shovel -ready for potential future funding opportunities, then staff recommends accepting the <br />proposal and staff will receive the professional services agreement from SRF and have it on the <br />agenda at the next available Council meeting. <br />Budget Impact <br />The Old Highway 10 Trail Improvements project is not programmed in the 2023-2027 CIP, <br />project funding would be derived from the City's PIR Parks fund. <br />Attachments <br />Attachment A: SRF Proposal <br />Attachment B: TKDA Proposal <br />Attachment C: Proposal Scores <br />Page 2 of 2 <br />
