TASK 6 - CONSTRUCTION PLANS <br />SRF will prepare construction plans for these I ected alternative, based <br />on State Aid, MN Bicycle Facility Design Manual and other accepted <br />design standards. <br />The plan set shall include, but is not limited to, the following sheets: <br />• Title Sheet <br />Plan and Profile Sheets for <br />• Statement of Estimated Quan- <br />Trail, Drainage and Retaining <br />tities and Cost Participation <br />Walls <br />• Construction Notes, Standard <br />Pavement and Curb Resto- <br />Plates, and ADA Compliance <br />ration Sheets <br />• Typical Sections <br />Grading Plan <br />• Removal Sheets <br />Erosion Control Sheets <br />• <br />SWPPP Sheets <br />• <br />Cross Sections <br />TH 694 Bridge Nos. 62716 & 62717 <br />MnDOT owns the twin bridges that carry westbound (62716) and <br />eastbound (62717) TH 694 traffic over the proposed trail improve- <br />ments. The bridges were built in 2013 and and 2012 respectively and <br />are in good condition. SRF has reviewed the as -built plans available <br />on MnDOT's eDOCS Public Website. Each bridge was designed with <br />a 12-foot trail accommodation at the base of the west slope pav- <br />ing adjacent to the roadway's southbound shoulder. SRF has also <br />reviewed the site and changes were implemented between the <br />design and construction. Current conditions would allow a 12-foot <br />trail along either side of Old Highway 10. Thus, we assume the trail <br />can be designed and constructed below the bridges with no impact <br />to the in -place concrete slope paving. Minor coordination for con- <br />struction within MnDOT's right-of-way will be needed and we assume <br />the City will need to enter into a cooperative construction agreement <br />with MnDOT. However, no bridge modifications should be necessary. <br />Retaining Walls <br />The feasibility study identifies up to four (4) retaining wall systems <br />needed beginning just north of Brueberry Lane. Review of the site <br />indicates the wall will be needed to retain embankment used to <br />widen the shoulder area while maintaining ditches and low wetland <br />areas. We Assume this can be completed with simple standard wall <br />systems such as a reinforced soil slope (RSS) or precast modular <br />block wall (PMBW) system and fall protection railing. A brief wall type <br />study will be conducted in conjunction with the foundation recom- <br />mendations provided by Braun to determine the appropriate wall <br />type. Once identified, the wall design, plans and construction cost <br />estimating will be initiated at the 60% design stage and final wall <br />plans and special provisions will be completed in conjunction with <br />the overall project schedule. <br />A refined concept layout and estimate will be submitted for review by <br />the City at 30% and plans by both the City and County at 60% and 90%. <br />100% plans will be provided to the City and County for final approval. <br />Project specifications and project manual bidding support and con- <br />struction admin will not be provided at this time, but can be amended <br />into the project at a later date as project funding and construction <br />timeframe become more clearly defined. <br />SRF will provide a pdf digital copy of final plans. SRF will delineate <br />corridor wetlands and prepare a report to commence project permit- <br />ting with the rice creek watershed district (RWCD). Permit applica- <br />tions will be completed and submitted for initial review but not fully <br />approved until construction is imminent. Wetlands are anticipated to <br />be impacted but mitigation is unlikely. <br />TASK 7 - EASEMENT DOCUMENTS <br />SRF will prepare a right-of-way boundary map for Ramsey County and <br />easement drawings and legal descriptions for up to 41 individual par- <br />cels along the corridor requiring permanent and temporary easements <br />necessary for installation and long term maintenance of the proposed <br />improvements. Through the design process, we will look to reduce or <br />eliminate the need for any easement or right -of way impacts. <br />Acquisitions will be completed under a separate contract. <br />Assume trail and supporting infrastructure to be located in existing right <br />of way to extent possible. We have assumed up 10 easement graphics <br />to account for potential temporary or permanent easements as needed. <br />TASK 8 - COUNTY COORDINATION <br />SRF will prepare a cost participation summary tabulation spread- <br />sheet and project location map as exhibits to assist City and County <br />staff in the development of a cooperative agreement for the segment <br />of trail along Snelling Ave. <br />SRF Consulting Group <br />
