<br /> r <br /> ~ <br /> . ~HILLS <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> NOVEMBER 17, 2004, 7:00 A.M. <br /> CITY HALL 2ND FLOOR CONFERENCE ROOM, 1245 WEST HIGHWAY 96 <br /> Chairman Aplikowski called the meeting to order at 7:15 a.m. <br /> Those in attendance: Chair Aplikowski, Vice Chair Bruce Kunkel, Commission members Kevin <br /> Kelly, Ray McGraw, Dale Beane, Chris Ashbach, Jim Paulet and Ed Werner. Staff: Scott Clark. <br /> Guest: Judy Tschumper, Burnsville Economic Development Director. <br /> Commission member McGraw motioned and Commission member Kunkel seconded to approve <br /> the minutes of the November 3, 2004 EDC meeting. The motioned carried unanimously. <br /> Mr. Clark discussed upcoming TCAAP rclated meeting datcs with the Army (November 30, <br /> 2004), Nuclear Regulatory Commission (December 8, 2004) and a presentation to the Planning <br /> Commission (December 1,2004) of the Master Planning Advisory Boards draft Framework <br /> Plan. Mr. Clark also discussed that the financial modeling process has begun with Ehlers and that <br /> the process to complete the task may not be completed and ready until January considering <br /> meeting date opportunities and holiday scheduling conflicts. <br /> . Ms. Judy Tschumper, Economic Development Director from Burnsville, and Project Coordinator <br /> of the Heart ofthc City (HOC) presented their redevelopment efforts. As handouts she gave the <br /> HOC Design Guidelines and the HOC Zoning District Standards. Both of these documcnts are <br /> available at the Community Development Department for review. The highlight of her <br /> presentation is as follows: <br /> . 56 acrc project (similar to SI. Anthony's redevelopment project) <br /> . Community based planning effort <br /> . Established Design Guidelines are a blend of prescription and philosophy <br /> . Tax increment district created was a 15 year Renewal district instead ofa 25 year <br /> redevelopment district due to qualifying test restrictions <br /> . The City became the "Master Developer" and develops deals on a parcel by parcel <br /> basis <br /> . Established a "Public Arts Committee" since public art is a key design component of <br /> the proj ect <br /> . Funding for the project also established through a Burnsville Foundation (park <br /> benches, memorial brick garden) <br /> . Park dedication fees generated by the project stay within the HOC area <br /> . Substantial gap financing revenue generated by grants <br /> . Project has extreme density and verticality (i.e. One project is four stories, bottom <br /> floor retail- 113 units on one plus acre.) <br /> . . Establishment of a Special Service District <br />
